Description:Tahoe Coalition for the Homeless (TCH) is seeking a Program Manager to join its team to manage various programs providing services to those experiencing, or at risk of, homelessness in South Lake Tahoe and surrounding areas. The Program Manager will manage the development, administration, monitoring and evaluation of programs including the preparation of policies, procedures, and work plans to ensure compliance with requirements. The Program Manager will also oversee the client caseloads, daily activities, and the performance management of assigned direct reports.

Goal: To work as part of a multidisciplinary team with other client support staff to assist and support clients in establishing and meeting their individual housing goals.

Specific Duties:

  • Conducts business development activities that include identifying new opportunities for expansion of TCH programs.
  • Develop program policy, procedures, and guidelines, including managing stakeholder processes to review changes. Ensure system wide training, implementation, and monitoring of projects.
  • Coordinate with the Director of Compliance for reviewing, sending, and approving referrals for CalAim.
  • Coordinate with site staff on correction/actions needed for file review/authorizations.
  • Maintain TCH CalAim tracker, including checking status of new ECM referrals and authorizations, manage reauthorization schedules and paperwork readiness monitor Medi-Cal eligibility.
  • Review potential additions of residents in need of CalAim support.
  • Assigns caseloads and provides routine daily support to direct reports . Review files to ensure direct reports are following housing plan.
  • Oversees client leases, rent collection and associated recordkeeping.
  • Work with centralized CalAim contacts and Director of Compliance to implement and maintain accurate and current Program Policies and Procedures.
  • Establishes goals and objectives for all TCH programs, including defining quality standards and developing work plans for meeting program deliverables.
  • Builds connections with local partners to improve client access to community resources. Develop and maintain relationships with representatives related to TCH programs.
  • Documents and logs issues and incidents appropriately.
  • Maintains accurate files, statistical data, and prepares reports quarterly or as required by oversight agencies.
  • Participates in regular staff meetings and works closely with team members to provide support to each other as needed.
  • Maintains required records accurately, comprehensively and in a timely manner, including data entry into the Homeless Management Information System (HMIS).
  • Works in collaboration with administrative staff to coordinate volunteer teams and community donations.
  • Collaborates with the Director of Compliance and Executive Director to develop, evaluate, and implement successful program policies and procedures that lead to achieving agency goals.
  • Owns the performance management process for direct reports including goal setting, regular performance feedback, and performance evaluation.
  • Provides on-call support for after hour emergencies. Supports law enforcement and EMT and involves Facilities Manager regarding property management security as needed.

Requirements:

  • Bachelor’s degree in Social Work or related field. Professional experience in the field or a related field may be considered in lieu of formal education.
  • Minimum three (3) years of related work experience, to include working with clients who are experiencing homelessness, mental illness, and substance use
  • Must maintain a valid Driver’s License and minimum automobile insurance required by the State of California.
  • Familiar with CalAim, Medi-Cal state and federal laws, rules, and regulations.
  • Ability to maintain clear personal and professional boundaries with clients.
  • Ability to work effectively in constantly changing and sometimes demanding or stressful environments.
  • Working knowledge of local community resources.
  • Effective organizational and time management skills.
  • Excellent interpersonal skills including, conflict resolution, listening, and problem-solving skills
  • Strong oral and written communication skills.
  • Ability to respond responsibly in emergency and crisis situations.
  • Ability to effectively interact with clients, co-workers, and volunteers with diverse ethnic and cultural backgrounds and treat each individual with respect, dignity, and compassion.
  • Understanding and support of Housing First principles as well as Harm Reduction Theory and practice.
  • Experience using Motivational Interviewing techniques.
  • Physical ability to lift 25 pounds, sit, stand, bend, reach, and perform cleaning duties.
  • Skilled in non-violent crisis intervention.
  • Experience providing culturally competent services to a diverse population
  • Satisfactory completion of background and reference checks.

Hours: Typically, the schedule is 9 am - 5 pm, Monday - Friday. Schedule may be subject to change to accommodate programmatic needs, as needed. May require some on-call, evening, and weekend hours.

Rate: The annual salary range for this position starts at $70,304

Benefits: Compensation includes a paid portion of agency contracted healthcare benefits and paid time off. A cell phone stipend will be provided. Additional benefits are provided, as required by applicable law.

Class: The Program Manager position is full-time and exempt.

Reporting: The Program Manager reports to the Executive DIrector
