Job Summary
Personnel will provide project planning and coordination; integration and operational acceptance testing of Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) systems; monitor and track all phases of installation status on afloat units; analyze cost, schedule, and performance data; develop and monitor program schedules and Gantt charts; perform critical path analyses; and perform other related activities.
Responsibilities and Duties
- Provide test coordination support with regards to platform-aligned project management responsibilities for activities related to the planning and oversight of integration and operational acceptance testing of modernized C4ISR systems.
- Engage in all aspects of the C4ISR system implementation process and monitor and measure performance related to assigned tasks;
- Apply rigorous information security and technical management expertise in coordinating software and hardware interoperability testing of integrated C4ISR/Network IT products and capabilities onboard U.S. Navy surface and subsurface units; and
- Coordinate activities to resolve complex testing interoperability issues involving the interface of C4ISR and IT Network components, including efforts with OSIC, PEO C4I, Fleet Readiness Directorate (FRD), Capability- Based-ISEA (CB-ISEA), Systems Program Managers, Project Leads, Project Officers, FRD Fleet Installation Office (FIO), AIT contractors, and other stakeholders concerning all aspects of hardware and software installation issues;
- Serve as a subject matter expert for the oversight of installation, integration, and testing of the C4ISR system, reporting to the assigned IPT Lead on the planning and execution status of assigned installation projects, and to the assigned Competency Supervisor on process adherence, use of management tools, training, and overall performance;
- Provide scheduling support to the development of the Integrated Government Schedule (IGS) that details the timing and sequence of testing activities for C4ISR systems installed by NAVWAR, including interfaces and other legacy systems required to support testing. Checklists shall be developed, tailored, and utilized to coordinate and validate the platform's readiness for testing supporting the IGS;
- Participate in various efforts associated with process improvement including cross organizational, Center, Department & Division working groups, and IPTs.
Qualifications and Skills
Required knowledge and years of experience
- Six (6) years’ of experience with US Navy afloat C4I systems architecture, interoperability, installation, integration, testing, and briefing project status;
- Six (6) years’ of experience with Fleet Modernization process stakeholders and organizational relationships;
- Six (6) years’ of experience developing and updating the integrated government schedule (IGS) for complex C4ISR tasks using MS Project to include all tasks, predecessor and successor task relationships and resources;
- Six (6) years’ of experience with preparing and reviewing engineering design drawings; and
- Six (6) years’ of experience analyzing data and resolving technical issues to ensure effective and efficient IT systems

The minimum salary starts at $90,000 and the max is negotiable based on experience.
