Position Overview
SDA is seeking a hands-on Subject Matter Expert (SME) to support U.S. Customs and Border Protection (CBP) cargo targeting and risk assessment efforts. This role is ideal for an experienced professional who combines deep operational knowledge of CBP processes with strong data analysis and problem-solving skills.
This is not a traditional developer role. Instead, we are looking for someone who can actively work with data, investigate issues, evaluate system outputs, and drive operational improvements. The ideal candidate understands how CBP targeting works in practice—and can apply that knowledge to enhance system performance and decision-making.
Key Responsibilities
Operational SME & Analysis
- Serve as a subject matter expert on CBP cargo targeting and risk assessment operations
- Evaluate targeting results, workflows, and system outputs to identify gaps and inefficiencies
- Conduct hands-on investigations by pulling and analyzing data directly
- Apply expertise in trade processes (entry data, bills of lading, ISF, etc.) to assess targeting effectiveness
- Troubleshoot targeting rules, workflows, and operational issues; recommend actionable improvements
Data Analysis & Technical Coordination
- Retrieve, manipulate, and analyze data to support operational decisions
- Perform data aggregation, filtering, and validation using tools such as SQL, Excel, or similar platforms
- Analyze system inputs/outputs to understand drivers of targeting outcomes
- Collaborate with technical teams to communicate findings and support implementation of improvements
- Support validation of AI/LLM-enabled features by identifying inaccuracies, risks, or inconsistencies
System Improvement & Collaboration
- Translate operational needs into clear recommendations for system enhancements
- Partner with analysts, developers, and program leadership to improve targeting capabilities
- Provide ongoing feedback on system performance in production environments
- Support rule tuning, system enhancements, and continuous improvement efforts
Training & Stakeholder Communication
- Communicate insights clearly to both operational and technical stakeholders
- Support audits, program reviews, and oversight activities
- Provide user guidance and training based on real-world experience and observed system behavior
Required Qualifications
- 9 years of experience supporting CBP, DHS, or similar federal programs
- Strong, hands-on experience with cargo targeting, screening, or risk assessment operations
- Deep understanding of CBP processes, trade data, and targeting workflows
- Proven ability to analyze data and apply findings to real-world operational challenges
- Experience evaluating system outputs and driving improvements—not just advisory work
- Strong problem-solving skills with the ability to work independently in a fast-paced environment
- Excellent communication skills and ability to collaborate across technical and operational teams
Preferred Qualifications
- Direct experience with CBP Automated Targeting System (ATS) or the National Targeting Center (NTC)
- Experience with AI/ML or automated decision-support systems
- Proficiency with SQL, Excel, or similar data analysis tools
- Experience troubleshooting or tuning targeting rules and workflows
- Background supporting system modernization or enhancement initiatives
- Experience delivering training or serving as a functional/operational lead
Education & Clearance Requirements
- Bachelor’s degree (or equivalent experience) with 9 years of experience
- U.S. Citizenship required
- Ability to obtain and maintain a CBP Background Investigation / Public Trust clearance
- Location: Ashburn, VA (Hybrid: 2 days onsite and if mission need)
