Position Overview

We are seeking an experienced Intermediate Systems Analyst to support business and technology teams within a large health and human services environment. The analyst will work closely with program teams, technical vendors, state partners, and other stakeholders to analyze system functionality, translate business and policy requirements into technical and functional requirements, validate system changes, and support ongoing application operations.

The role will have a strong focus on system analysis, User Acceptance Testing (UAT), data validation, SQL, business process analysis, KPI validation, incident management, and integrated eligibility/case management systems.

The successful candidate will act as a liaison between business/program teams and technical vendors while supporting system enhancements, production issues, data requests, process improvements, and implementation activities.

Key Responsibilities

• Perform system analysis and assess the impact of application changes, enhancements, and production incidents.
• Conduct UAT validation, including test planning, test case development, execution, defect identification, and results validation.
• Gather, analyze, and document detailed business, functional, and process requirements.
• Translate business and policy requirements into verifiable and reusable data queries/scripts.
• Identify business users, entities, responsibilities, operations, attributes, process flows, and relationships required to support business objectives.
• Participate in and facilitate system design and requirements sessions.
• Develop functional requirements, process documentation, use cases, process flows, gap analyses, job aids, and related project documentation.
• Generate reports and retrieve data from backend repositories to support business and operational needs.
• Perform ad hoc data analysis and SQL-based data validation.
• Validate data points, standard queries, internal quality-control checks, and system outputs.
• Perform KPI validation and support automation of standard queries used for recurring data validation.
• Review notices and system changes in live environments to ensure accuracy and quality.
• Support data requests and collection activities for program administration and regulatory/federal reporting requirements.
• Analyze and prepare data and documentation for demonstrations and presentations to leadership and external stakeholders.
• Work with operations teams to review case issues and identify business-process impacts.
• Monitor and track incident tickets through resolution from a business perspective.
• Coordinate with Tier II technical teams and vendors to investigate and resolve application and case-processing issues.
• Identify corrective actions and recommend solutions to support timely case processing.
• Collaborate with multiple vendors, state partners, and external organizations on system integrations, file validation, and data validation.
• Support implementation and enhancement of large-scale health and human services, integrated eligibility, or case management applications.
• Conduct gap analysis and identify evidence and documentation needed to support business requirements.
• Assist with business solution design and UAT activities.
• Provide regular project/status updates to program leadership.
• Escalate issues, risks, and decisions to appropriate program leadership when necessary.
• Translate complex technical concepts into clear information for both technical and non-technical stakeholders.

Required Qualifications

• 5-7 years of experience in systems analysis, business analysis, application support, or a related discipline.
• Hands-on experience with system analysis and User Acceptance Testing (UAT).
• Experience designing and executing test cases for system changes and production incidents.
• Experience extracting and validating data from backend data repositories.
• Strong SQL or other query-language skills for data validation and reporting.
• Experience developing ad hoc reports and performing data analysis.
• Experience working with integrated eligibility, case management, or large-scale health and human services applications.
• Ability to interpret policy and business requirements and translate them into data validation queries/scripts.
• Experience validating KPIs and operational metrics.
• Experience with business process analysis, including use cases, process flows, and gap analysis.
• Experience participating in system design and requirements sessions.
• Experience working with technical vendors, system integrators, and cross-functional stakeholders.
• Ability to analyze system and business issues and develop practical solutions.
• Experience preparing test plans, procedures, documentation, and job aids for new or modified business processes.
• Ability to support operational teams with case review and issue resolution.
• Strong written and verbal communication skills.
• Ability to explain technical concepts to both IT professionals and non-technical business users.
• Strong organizational skills with the ability to prioritize complex and detailed assignments.
• Ability to work independently and respond effectively to urgent business needs.
• Demonstrated ability to establish and maintain effective working relationships.

Preferred Qualifications

• Bachelor's degree or higher in Business, Information Systems, Computer Science, Healthcare Administration, or a related field.
• Experience supporting Health and Human Services (HHS) or social services programs.
• Experience with Tableau or other data visualization/reporting tools.
• Experience with large-scale eligibility, benefits, or case management systems.
• Experience supporting government or public-sector technology programs.
• Experience with system integration, interface validation, and file/data reconciliation.
• Experience supporting federal reporting or regulatory data requirements.
• Experience with Agile methodologies and structured requirements documentation.

The ideal candidate combines strong systems analysis, SQL/data validation, UAT, and business process analysis skills with experience in health and human services or social-services applications. The candidate should be comfortable working between program stakeholders and technical teams, analyzing complex requirements, validating system and data changes, and independently developing practical solutions.
