Responsibilities

• Handle non-standardized and varied procurements including construction contracts.
• Develop the Solicitation Offer and Award Package (SOA) for complex procurements and coordinate with stakeholders to ensure completeness and quality.
• Plan, organize, prioritize, and perform multiple tasks efficiently while staying current with market trends, laws, and policies.
• Ensure solicitation of a competitive group of vendors, evaluate bids for compliance, and oversee technical and cost team evaluations.
• Communicate effectively with vendors and the Board, develop negotiation strategies, and lead negotiations.
• Handle solicitation issues, protests, and disputes, and ensure adherence to procurement procedures.
• Oversee contract management, including legal reviews, contract award recommendations, and administration for compliance.
• Coordinate with technical and end-user teams to resolve issues and review contract claims or disputes.
• Ensure data accuracy and input information into automated systems.

• Requires a bachelor’s degree in business, management, economics, mathematics, English, or government, or equivalent experience.
• Minimum of 10 years of progressively responsible procurement experience, handling the full procurement cycle.
• Excellent knowledge of contracting and procurement regulations, laws, practices, and standards.
• Experience with government and commercial statutes, regulations, and solicitation processes.
• Ability to read, interpret, and compose complex procurement documents.
• Strong analytical, organizational, oral, and written communication skills.
• Commitment to customer service excellence.
• Ability to identify, analyze, and resolve procurement issues independently.
• Experience handling complex contract negotiations, disputes, and technical coordination.
• Preferred certifications: DAWII, FAC-C Level III, C.P.M., CPSM, or CPCM.
