Job Title: Proposal Manager (GSA, OASIS , DoD, MDA SHIELD)

Overview:
The Proposal Writer is responsible for developing compliant, compelling, and winning proposals for U.S. Federal Government opportunities, with a focus on GSA MAS, OASIS/OASIS , Small Business set-asides (8(a), HUBZone, SDVOSB, WOSB), and DoD/MDA SHIELD programs.
Proposal Development:
- Write, edit, and finalize:
- Technical volumes
- Management/Staffing plans
- Past performance sections
- Executive summaries
- Translate SME input into clear, compliant, and persuasive content
- Align responses with:
- Section L (Instructions)
- Section M (Evaluation Criteria)
Compliance & Strategy:
- Develop and maintain:
- Compliance matrices
- Proposal outlines and storyboards
- Ensure 100% RFP/RFQ compliance
- Integrate win themes and discriminators aligned to customer priorities
Federal Contract Vehicles Expertise:
GSA MAS (Schedule)
- Write labor category narratives
- Support pricing justification (CSP, PRC)
- Map offerings to SINs
OASIS / OASIS
- Support scoring-based submissions
- Provide evidence-backed documentation for:
- Corporate experience
- Certifications (ISO, CMMI)
- Past performance
Small Business Set-Asides:
- Develop content demonstrating:
- Eligibility (8(a), HUBZone, etc.)
- Compliance with limitations on subcontracting
- Highlight prime contractor capabilities
DoD / MDA SHIELD:
- Write highly technical content related to:
- Systems engineering
- Cybersecurity
- Missile defense / modeling & simulation
- Align with:
- DoD frameworks
- Mission assurance and risk mitigation
Compliance & Quality:
- Ensure full compliance with instructions, formatting, and page limits.
- Perform quality reviews for clarity, structure, and customer-focused messaging.
- Follow Shipley/APMP best practices, coordinate security and subcontractor inputs.
Collaboration & Submission:
- Serve as central point of contact for proposal communications.
- Coordinate inputs across Capture, Contracts, SMEs, HR, and subcontractors.
- Oversee final production, submission (SAM.gov, PIEE, Grants.gov), and support ENs, clarifications, orals, and revisions.
Required Qualifications:
Education:
- Bachelor's degree in:
- Business, Communications, English, Engineering, or related field
(or equivalent experience)
Experience:
- 5-10 years in federal proposal writing
- Proven experience with:
- GSA MAS proposals
- OASIS / OASIS IDIQ
- DoD proposals (preferred)
- Experience supporting $10M-$1B opportunities
Skills:
Writing & Proposal Skills

Federal Knowledge
- Deep understanding of:
