Job Title: Clinical Director – Non-Residential Programs

 

Location: 1060 Howard Street, San Francisco, CA 94103

 

Schedule: Monday - Friday 8 am – 4 pm or 9 am – 5 pm

 

Reporting Type: In-person

 

Employment Type: Exempt Full Time

 

Salary Range: $115,000 - $125,000

 

Summary:

The Clinical Director for Non-residential Programs is responsible for overseeing high quality clinical care to veterans coming into our San Francisco Veterans’ Center. This position’s oversight includes program design and implementation; administration and coordination of the activities, staff supervision, outreach and engagement with other community-based providers, resource referral and intake. The Clinical Director – Non-Residential Programs collaborates with other Program Directors to ensure veterans are served in accordance with the mission.

 

Responsibilities: 

  • Clinical Oversight:
    • Oversee clinical operations, supervises clinicians, and mental health services ensuring compliance, excellence in care, and efficient and effective service delivery.
    • Review client case management files weekly ensuring the accuracy and integrity of data reporting.
    • Implement and monitor quality assurance activities and initiatives, including, but not limited to clinical documentation, program auditing, quality assurance reviews designed to ensure quality services consistent with grant requirements, industry standards, compliance, local, state and federal laws and regulations.
    • Demonstrates understanding and application of the Health Insurance Portability and Accountability Act (HIPAA), including Privacy and Security Rules, and experience handling Protected Health Information (PHI) in a confidential and secure manner. This includes adherence to local, state, and federal laws and regulations as well as adhering to access controls, safeguarding sensitive patient data, and participating in HIPAA, informed consent, and cybersecurity training, monitors compliance in conjunction with the Sword to Plowshares policies, assists in the investigation of breaches of PHI and reports breaches when necessary. Has thorough knowledge of HIPAA Privacy and Security rules to ensure the rights of persons served in accordance with the local, state, and federal laws and regulations.
  • Client Services:
    • Supervise and direct day-to-day client operations of the Drop-in Center and the Veterans Community Center and ensure the two programs are working seamlessly to deliver the best possible outcomes to veterans
    • Oversee program budgets, staffing schedules, numbers of veterans served, and services provided.
    • Review client suspensions, grievances, appeals, reintegration plans, and make informed decisions balancing client experience with staff safety.
  • Grants and Contracts:
    • Conduct ongoing reviews of grants to ensure accuracy and compliance with grant requirements.
    • Maintain accurate records of grant deadlines, outcomes, and reporting requirements throughout the grant funding lifecycle.
    • Manage grant reporting requirements, ensuring accurate and timely submission of reports.
    • Ensures the completion of necessary forms, submittal of required documentation, and generating reports that are accurate and timely.
    • In collaboration with the Grants Department, conducts a thorough review of Requests for Proposals to ensure accuracy, clarity, and compliance with grant requirements as well as participate in post-submission debriefs.
    • Ensure records and other documentation are current and within state and federal laws and regulations.
    • Act as liaison with funding agencies and assists with funding agency audits
  • Interacting with Leadership:
    • Meet with Supervisor weekly and report on staffing updates, funding compliance with regards to deliverables, budget, reporting, and audits, and program success, needs and challenges.
    • Prepares quality documentation and reports by collecting, analyzing, and summarizing information and trends and providing recommendations to leadership when requested.
    • Responsible for monthly input into Board reports.
    • Be a collaborative leader, who fosters a culture of open communication and teamwork through the agency by participating in meetings, contributing to strategic discussion and ensuring alignment with agency initiatives and objections.
    • Responsible for creating a culture of accountability within their team and committing to providing resources and support needed for team members to excel.
    • Performs other related duties as assigned by Leadership
  • Other:
    • Develops policies and procedures to ensure implementation of updated regulatory guidance and contractual changes
    • Adhere to laws regarding confidentiality and reporting requirements; maintain knowledge and practice of current HIPAA certification
    • Maintain Medi-Cal programmatic compliance
    • Maintains expenditures through budget management and works closely with the Finance Team and Direct Supervisor
    • Represent Swords to Plowshares and the best interests of the veterans we serve through active participation in local collaboratives and provider organizations to include regularly scheduled meetings
    • At the direction of leadership, scheduling site visits, ensuring staff and facilities are prepared for tours, and hosting tours based on funder requirements.

 

Supervisory Responsibilities: 

  • This position will provide supervision for Mental Health Clinicians, Mental Health Specialist, and Program Managers
  • Ability to provide clinical supervision to Associates registered with the CA Board of Behavioral Sciences
  • Scheduling and conducting weekly, hour-long supervision meetings with each team member.
  • Responsibility for hiring, onboarding, training, and annual and ad-hoc performance evaluation of approximately eight program staff.
  • Facilitate weekly staff meetings and attend all required meetings and training courses to include Cultural Humility training and monthly Supervisor training.
  • Ensuring that program staff are up to date with all required training.
  • Develop a system to ensure staff are documenting all client services in our internal client case management database as well as in databases as required by funders, in a timely manner.
  • Monitoring program staff’s work and work area to ensure they are following all compliance guidelines that govern their scope of work and any licensing and accrediting bodies.
  • Trains team members on grant management applications and software to ensure that protocols are properly executed, creates and edits templates, and reports.
  • Aids in the recruitment, screening, hiring, onboarding of candidates, performance evaluations, and termination of employees.

 

Desired Qualifications:

Experience: 

  • Minimum three (3) years of experience in a private or public social service agency in a management and administrative position.
  • Minimum three (3) years of experience working with at-risk populations around mental health, substance abuse and homelessness
  • Minimum of one year supervising a multi-disciplinary team
  • Proven ability to network and develop community resources
  • Ability to organize technical information and to prepare written and verbal reports for presentation to the public and funding sources
  • Familiarity and understanding of veterans and homelessness issues with an emphasis on the readjustment problems of Vietnam and current era veterans
  • Familiarity with the preparation of funding proposals and budgets
  • Strong written and oral communication skills
  • Familiarity with reporting via a Homeless Management Information System (HMIS)
  • Ability to manage and implement program design and implementation of services
  • Experience with grant administration and management.
  • Treat all clients and colleagues with dignity and respect
  • Develop expertise in Housing First and Harm Reduction along with other best practices related to serving veterans
  • Translatable military experience and skills may be alternatively substituted.

 

Education: 

  • Master’s degree in social work, psychology, public administration or other social sciences discipline
  • Licensed mental health professional in California and active registration with the CA Board of Behavioral Sciences in good standing (LCSW, LMFT, LPCC)
