Job Description Summary

The National Manager, Cloud Infrastructure & Operations is responsible for leading the day-to-day execution, reliability, and continuous improvement of Swinerton’s cloud and infrastructure platforms.

This role brings Cloud Infrastructure and IT Operations into a single, accountable operating model focused on secure, scalable, reliable, and automated platform services. This is an execution leadership role. The expectation is not just to manage systems, but to build an operating model that improves reliability, reduces manual effort, strengthens security execution, and supports Swinerton’s continued growth.

Job Description

Essential Responsibilities and Duties:

  • Platform Ownership and Infrastructure Delivery

Own the operational delivery, reliability, and lifecycle management of Swinerton’s core infrastructure platforms, including:

  • Azure and AWS
  • Microsoft 365
  • Active Directory and Entra ID
  • F5, DNS, Intune, and SCCM
  • Windows and Red Hat environments

Ensure these platforms meet business requirements for availability, scalability, security, performance, and cost efficiency.

Partner with the Network/Cloud Architect on platform design, technical standards, and architectural direction, while ensuring that approved designs are implemented, supported, documented, and continuously improved.

Establish clear support models, ownership boundaries, lifecycle plans, and operational standards for infrastructure services.

  • Infrastructure Operations and Service Reliability

Lead infrastructure operations across monitoring, incident response, patching, maintenance, platform health, and operational readiness.

Ensure infrastructure services are managed through consistent ITSM practices, including incident, problem, and change management.

Improve operational reliability by driving consistency, accountability, documentation, and measurable service performance.

Partner closely with Service Desk, Site Services, Engineering, Cybersecurity, Applications, and Construction Technology teams to ensure infrastructure services meet the needs of the business.

  • Automation, DevOps, and Platform Engineering

Drive practical automation across infrastructure operations, focusing on reducing manual effort, improving consistency, and increasing speed of delivery.

Lead Adoption And Scaling Of

  • Infrastructure as Code, including Terraform
  • CI/CD pipelines and deployment automation
  • Scripting and orchestration
  • Standardized deployment patterns
  • Repeatable infrastructure builds

Establish reusable infrastructure patterns that allow teams to deliver services faster, more securely, and with less operational friction.

  • Security Engineering and Compliance Execution

Work in partnership with Cybersecurity to implement and enforce security controls across infrastructure platforms.

Ensure infrastructure services align with enterprise cybersecurity policies, regulatory requirements, and security standards, including CMMC and NIST SP 800-based frameworks such as NIST 800-53 and NIST 800-171.

Embed security controls into identity, network, cloud, server, and endpoint platforms.

Support audit readiness through evidence generation, control validation, remediation tracking, and operational follow-through.

Maintain a Clear Separation Of Responsibilities

  • Cybersecurity defines policy, risk standards, and security requirements.
  • Cloud Infrastructure & Operations implements, enforces, and operates the required controls.
  • Identity and Access Management Execution

Lead the implementation and ongoing maturity of a centralized IAM execution model within IT Operations.

Establish IT Operations as the accountable owner for IAM execution, while aligning all access practices to enterprise cybersecurity policy and risk standards.

Own And Improve Identity Lifecycle Execution, Including

  • New hire onboarding
  • Role changes
  • Transfers
  • Terminations
  • Access reviews
  • Privileged access workflows

Implement And Enforce

  • Role-Based Access Control aligned to HR job roles
  • Least privilege access
  • Time-bound privileged access through PIM
  • Standardized access request and approval workflows
  • Repeatable provisioning and deprovisioning processes

Reduce fragmented and manual access practices by building documented, automated, and auditable IAM workflows.

Partner With Cybersecurity And HR Systems To Ensure

  • HR remains the system of record for identity triggers
  • Cybersecurity defines policy, risk, and privileged access requirements
  • IT Operations executes identity lifecycle processes consistently and accurately

The National Manager is responsible for building the IAM execution capability, improving the tooling, documenting the processes, and ensuring continuous improvement.

  • Business Alignment and Value Delivery

Drive business value through infrastructure investments by ensuring technology platforms improve workforce productivity, support project execution, enhance customer experience, reduce operational risk, and enable company growth.

Partner with business leaders to understand strategic and operational priorities and translate those needs into infrastructure capabilities, roadmaps, service improvements, and investment recommendations.

Establish clear business cases and expected outcomes for major infrastructure initiatives, and ensure delivery remains aligned with the value, risk reduction, and operational improvements the investment was intended to produce.

  • Innovation, Automation, and Future Readiness

Identify and advance emerging technologies, automation opportunities, AI-enabled operations, platform modernization strategies, and operating-model improvements that increase business agility while reducing complexity and cost.

Continuously evaluate industry trends and recommend practical improvements to infrastructure strategy, automation, cloud adoption, employee experience, service delivery, and operational resilience.

Create an environment that encourages responsible experimentation, rapid learning, and the disciplined adoption of technologies that produce measurable operational or business value.

  • Strategic Execution and Infrastructure Modernization

Execute the infrastructure roadmap defined by the Director of Cloud & Infrastructure Services.

Provide operational insight, technical feedback, and practical recommendations to help shape future infrastructure strategy.

Drive modernization of legacy infrastructure, cloud operations, and platform delivery practices.

Support cost optimization, improved resiliency, simplified operations, and better alignment between infrastructure services and business needs.

  • Team Leadership and Organizational Integration

Lead a unified Cloud Infrastructure and IT Operations team. Integrate IT Operations personnel into the broader Infrastructure organization with clear roles, responsibilities, operating procedures, and expectations.

Develop team members through coaching, technical growth, career pathing, and clear accountability.

Establish and report on key performance indicators that measure operational effectiveness, service quality, automation maturity, financial efficiency, security control performance, reliability, capacity, and business value delivered.

Use performance data to identify trends, prioritize improvements, hold teams and vendors accountable, and communicate infrastructure health, risk, cost, and investment needs to technical and executive stakeholders.

  • Financial, FinOps and Vendor Management

Manage cloud and infrastructure spend within assigned areas of responsibility and establish disciplined FinOps practices for cost allocation, forecasting, budgeting, usage optimization, unit-cost visibility, and accountability.

Partner with Finance, Procurement, Architecture, and technical owners to identify and execute cost optimization opportunities without compromising reliability, security, performance, or business outcomes.

Oversee vendor relationships, licensing, renewals, commercial performance, and service delivery for assigned platforms and infrastructure services.

Minimum Skills Or Experience Required

  • 8 or more years of experience in infrastructure, cloud, systems engineering, or IT operations
  • 3 or more years of leadership experience
  • Strong experience with Azure, AWS, Microsoft 365, Active Directory, and Entra ID
  • Experience with automation tools and practices, including Terraform, scripting, and CI/CD pipelines
  • Experience supporting regulated environments and security frameworks such as CMMC, NIST 800-53, or NIST 800-171
  • Working knowledge of IAM practices, including identity lifecycle management, RBAC, least privilege, and privileged access management
  • Experience working closely with Cybersecurity teams to implement technical controls and support audit readiness
  • Demonstrated ability to lead technical teams, improve operational maturity, and deliver reliable infrastructure services
