Job Description
POSIITON RESPONSIBILITIES AND DUTIES
- Able to perform all essential Labor Compliance Analyst responsibilities
- Responsible for labor compliance activities on assigned projects across various markets including identifying labor compliance requirements and project set up.
- Communicate project specific labor compliance requirements to subcontractors/vendors.
- Monitor and audit certified payroll for internal self-perform and external subcontractors.
- Perform audits on projects and communicate issues or non-compliant items to appropriate parties to resolve.
- Develop risk assessments on Compliance Programs and escalate issues to senior labor compliance team members to assist with identifying appropriate solutions.
- Participate in third party / Government reviews, audits and inquiries. Compile necessary information/documents and work with appropriate departments and senior labor compliance staff to address issues.
- Resolve lower risk grievances with appropriate guidance and supervision.
- Review and verify payroll records, benefit statements, employer training contributions, apprenticeship paperwork, and other relevant documents to determine compliance with applicable rules and regulations.
- Work with subcontractor’s staff to issue requests for missing and revised documentation needed to meet compliance requirements.
- Ensure projects are compliant with organizational policies and procedures.
- Use LCP Tracker and other compliance software to review and approve certified payroll and payroll documents.
- Verify subcontractors/vendors compliant status to approve payment.
- Travel to job sites for pre-construction meetings, training/education, and relevant activities, as necessary.
- Maintain compliance files and databases updated and available.
- Create and maintain positive relationships with stakeholders and contractors.
- Coordinate and assist with internal labor compliance training.
- Complete other responsibilities as assigned.
- 3 years of labor compliance experience in the construction industry.
- Bachelor of Arts/Science Degree in business or related degree desired and/or equivalent working experience.
- Experience working with Public Works Labor Compliance Programs and/or Project Labor Agreements
- Basic understanding of relevant labor codes/laws
- General knowledge of employment practices in the construction industry and state labor regulations
- Experience with prevailing wage enforcement, analyzing data, and auditing
- Computer proficiency including word processing and spreadsheet applications
- Familiar with LCP Tracker, OCPS, Elations, ecomply, DIR eCPR, other agency portals preferred.
- Proficient written and verbal English communication skills, including business writing skills
- Ability to use critical thinking to resolve daily challenges and prioritize tasks to meet deadlines
- Ability and means to travel as needed.
