The Project Specialist (Joint‑Use) supports Dominion Energy’s Joint‑Use program by coordinating with telecommunications partners, ensuring compliance with NESC standards, and overseeing joint‑use design activities. This role is highly collaborative, requiring strong communication, organization, and stakeholder management skills. Candidates must be local to Staunton, VA and able to commute to the local Dominion Energy office.

• Serve as the primary liaison between Dominion Energy and joint‑use partners (telecom, cable, telephone).
• Manage permits, inspections, quality assurance surveys, rebuilds, attachment agreements, and NESC interpretations.
• Respond to inquiries, concerns, complaints, and safety issues related to joint‑use activities.
• Facilitate pole attachments, joint trench coordination, and billing between vendors and telecom partners.
• Administer joint‑use agreements, compliance surveys, and audits.
• Research and summarize terms, conditions, and status of existing agreements for internal stakeholders.
• Ensure proper use of the NJUNS system; conduct QA audits on Design team tickets.
• Provide guidance and oversight to Joint‑Use Design contractors.
• Review customer cost calculations and design estimates for joint‑use construction projects.
• Track contractor workload, verify time reporting, and generate billing to responsible entities.
• Stay current on new technologies, legislation, FCC requirements, and industry trends impacting joint‑use operations.
• Assist in developing updated policies, procedures, and equipment standards.

• 2 years of directly related experience, preferably in telecommunications construction or electric utility environments.
• Understanding of Electric Distribution Construction & Design, cost estimating, and NESC code requirements.
• Working knowledge of cable TV, telephone, and telecom operations and how they interface with electric utilities.
