Job Title: IT - Clemson University - Business Analyst - Advanced

Duration of the Contract: 12 months
Project Scope:
This project focuses on implementing federally mandated changes to South Carolina’s Medicaid system. The Business Analyst will also support configuration management and the migration tool (ChangeMan) for the Medicaid IT Services team. Duties include identifying testing needs, supporting software releases, and assisting with system updates.
Key Responsibilities:
- Gather and document business requirements for projects.
- Build interactive dashboards and assist with asset management initiatives.
- Participate in the initial artifact review process.
- Document, update, and verify implementation plans.
- Serve as intake and release coordinator by distributing intake/RFC documents, gathering level-of-effort estimates, and tracking questions.
- Provide weekly release reports and monthly metrics updates.
- Collaborate with MITS and SCDHHS stakeholders on special projects under the guidance of the Deputy Director.
Configuration Management Technician Responsibilities:
- Serve as backup for migrating Medicaid software into the production environment using ChangeMan.
- Verify application changes have been approved for migration and ensure all approvals are recorded.
- Maintain documentation related to Medicaid IT Services change management requirements.
- Train MITS staff on new/updated processes and configuration management tools.
- Work closely with Technical Documentation Writers to centralize relevant artifacts.
- Mentor newly onboarded staff on operations processes and tools.
- Communicate effectively in both written and oral forms.
- Collaborate closely with Clemson staff and contracted personnel.
Required Skills & Experience:
- 5 years of experience with Medicaid IT Services
- 5 years of experience with ChangeMan tool
- 2 years of experience with Translator Tool
- 5 years of experience with BMC Footprints ticketing system
- 3 years of QA testing experience
- Strong written and verbal communication
- Adaptability, flexibility, and self-motivation
- Problem-solving and analytical thinking
- Time management and ability to work effectively under stress
Preferred Skills:
- SQL
- Mainframe experience
- COBOL programming
Qualifications:
- Proven experience in Medicaid IT systems
- Hands-on experience with change management and migration tools
- Demonstrated ability to work collaboratively in dynamic environments
