Project Scope:
The organization is executing a large-scale Medicaid
Enterprise System (MES) Modernization Program aimed at replacing legacy
MMIS systems with a modern, modular, and scalable architecture. The initiative
is part of the DASH (Delivery of Automated Systems for Healthcare) program and focuses on improving integration, configurability, and
responsiveness to state and federal healthcare requirements.
The Business Analyst will play a key role in
bridging business operations and IT systems to ensure successful delivery of
Medicaid modernization initiatives aligned with MITA (Medicaid Information
Technology Architecture) standards.
The Business Analyst (MITA) will serve as a
liaison between business stakeholders and IT teams, ensuring that business
requirements are accurately captured, analyzed, and translated into functional
system solutions. The role requires strong knowledge of Medicaid systems,
healthcare operations, and large-scale system integration programs.
The candidate will support enterprise-level
Medicaid transformation efforts by analyzing business processes, improving
operational efficiency, and ensuring alignment with federal Medicaid standards.
Key Responsibilities:
The Business Analyst will serve as a liaison
between business stakeholders and IT teams and will be responsible for ensuring
successful translation of business needs into functional system solutions.
- Possess
expertise in the business unit(s) supported and understand IT systems and
capabilities
- Analyze
business operations to identify strengths, weaknesses, and automation
opportunities
- Assist in
business process redesign and documentation for system enhancements and
modernization initiatives
- Translate
high-level business requirements into detailed functional specifications
for IT teams
- Manage
requirement changes throughout the project lifecycle and ensure proper
communication of updates
- Educate IT
teams on business direction, priorities, and operational needs
- Facilitate
communication between business units and IT teams from requirement
gathering through implementation
- Apply
knowledge of technological trends to recommend solutions that improve
enterprise efficiency
- Perform
business process analysis, modeling, and performance assessments for
assigned projects
- Lead or
participate in business design sessions across multiple workstreams and
modules
- Advocate for
business integration and alignment within MES modernization efforts
- Facilitate
cross-functional discussions to resolve business and system-related issues
- Maintain and
track key performance indicators (KPIs) to measure project and business
alignment progress
- Coordinate
priorities and resources across multiple projects and stakeholders
- Provide
regular status updates on deliverables, risks, and issues
- Participate
in operational and project team meetings and discussions
- Recommend
resource adjustments or process improvements to meet deadlines and
objectives
- Build and
maintain strong relationships with business stakeholders and technical
teams
- Ensure
project deliverables align with enterprise goals, regulatory requirements,
and MITA framework principles
Required Skills & Experience:
· 7 years of
experience in commercial healthcare
· 3 years of
experience in Medicaid payer system integration or MES/MMIS environments
· Strong
understanding of Medicaid Information Technology Architecture (MITA)
· 6 years of
experience with data structures, EDI, and healthcare file formats
· 6 years of
experience in business process analysis and enterprise integration projects
· Strong experience
working on cross-functional large-scale IT initiatives
Preferred Skills:
· Experience in
large-scale business and technology integration programs
· Knowledge of
federal certification and Medicaid compliance processes
· Experience in
project management and enterprise delivery environments
· Strong
understanding of healthcare business operations and system workflows
Bachelor’s degree in Business, Healthcare, IT, or related field
OR equivalent work experience (relevant experience may be substituted)
