Job Title: Administrative Hearing Officer

Location: City of Richmond, California (Remote/Hybrid as applicable)

Job Type: Contract / Full-Time

Compensation: Hourly (to be negotiated)


Position Summary:

The Administrative Hearing Officer conducts quasi-judicial hearings, evaluates evidence, and issues written decisions in accordance with applicable laws, regulations, and City policies. The role ensures fairness, impartiality, and due process in administrative proceedings, including licensing, code enforcement, civil penalties, and other regulatory matters.

Key Responsibilities:

  • Preside over administrative hearings in accordance with California law and City regulations.
  • Review evidence, hear testimony, and make findings of fact and conclusions of law.
  • Draft and issue detailed written decisions and orders.
  • Ensure procedural fairness and due process throughout the hearing process.
  • Provide guidance and interpretation of applicable laws, ordinances, and regulations.
  • Maintain hearing records, manage case files, and comply with reporting requirements.
  • Respond to inquiries from City staff and parties regarding procedural or legal questions.
  • Attend training sessions or professional development as required.

Qualifications:

Minimum Requirements:

  • Juris Doctor (JD) from an accredited law school.
  • Active membership in the California State Bar.
  • Minimum of 5 years of legal experience, preferably with experience in administrative law, regulatory hearings, or quasi-judicial proceedings.
  • Demonstrated ability to write clear, concise, and legally sound decisions.
  • Knowledge of California administrative law, procedural rules, and relevant statutes.

Preferred:

  • Experience as an Administrative Law Judge (ALJ) or Hearing Officer.
  • Familiarity with municipal codes and local government regulatory procedures.
  • Strong organizational, analytical, and communication skills.
