Position Summary
We are seeking an experienced and dynamic Human Resources Director to lead all aspects of Human Resources operations for our Skilled Nursing and Rehabilitation Center. The HR Director serves as a strategic business partner to executive leadership while ensuring compliance with federal, New York State, CMS, Department of Health, and labor regulations.
The successful candidate will possess strong leadership skills, exceptional knowledge of employment law, healthcare compliance, employee relations, labor relations, recruitment, retention, and workforce development. Experience in long-term care or healthcare is strongly preferred.
Primary ResponsibilitiesHuman Resources Leadership
- Direct all Human Resources functions for the facility.
- Develop and implement HR strategies supporting organizational goals.
- Serve as a trusted advisor to leadership on employment matters.
- Supervise Human Resources staff.
- Foster a positive workplace culture focused on employee engagement and retention.
Recruitment & Staffing
- Lead recruitment initiatives for clinical and non-clinical positions.
- Develop recruitment strategies to reduce vacancies and agency utilization.
- Coordinate onboarding and orientation programs.
- Build relationships with schools, professional organizations, and community partners.
Employee Relations
- Conduct investigations involving employee complaints, misconduct, harassment, discrimination, and workplace violence.
- Provide coaching and guidance to department managers.
- Administer progressive discipline in accordance with company policy and collective bargaining agreements.
- Promote conflict resolution and employee engagement.
Labor Relations
- Serve as management representative for union-related matters.
- Interpret collective bargaining agreements.
- Participate in grievance meetings.
- Maintain positive labor-management relationships.
- Coordinate arbitration preparation when necessary.

QualificationsRequired
- Bachelor's Degree in Human Resources, Business Administration, Healthcare Administration, or related field.
- Minimum 5 years Human Resources leadership experience.
- Minimum 3 years supervisory experience.
- Knowledge of New York employment law.
- Experience conducting workplace investigations.
- Strong communication and leadership skills.
- Excellent organizational and problem-solving abilities.
Preferred
- Human Resources experience in Skilled Nursing, Long-Term Care, Hospital, or Healthcare.
- Union experience (1199SEIU or other healthcare unions preferred).
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification a plus
- Healthcare compliance experience.
- Experience preparing for Department of Health surveys.
