Summary:
The Director of Human Resources plays a critical role within the District as an executive-level employee who provides strategic leadership by articulating HR needs and plans to the executive management team. This position is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the District - specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation.
Essential Job Functions (Illustrative Only):
· Plan, direct, and manage all Human Resources functions for the District, ensuring alignment with organizational goals, policies, and operational priorities.
· Oversee the full payroll process, including review, approval, and coordination with Finance, ensuring accuracy, compliance, and timely processing of employee compensation.
· Serve as the direct supervisor of the Human Resources Specialist, including assigning work, evaluating performance, and providing guidance.
· Advise executive leadership on personnel matters, organizational structure, and workforce planning.
· Oversee recruitment, hiring, and onboarding processes; work with department directors to identify staffing needs; and ensure hiring practices are consistent, documented, and compliant.
· Develop and manage workforce programs, including internship and on-the-job training (OJT) partnerships with educational institutions and community organizations.
· Manage employee relations matters, including complaints, investigations, disciplinary actions, and offboarding processes; provide guidance to supervisors and ensure consistent application of policies across all departments.
· Administer and oversee the performance management system, including probationary and annual evaluations; align outcomes with merit increases and cost-of-living adjustments; and support employee development, training, and succession planning.
· Develop and maintain compensation structures, including pay grades; administer employee benefits programs; and manage vendor relationships, including negotiation of contracts for health insurance, ancillary benefits, and risk management coverage.
· Ensure compliance with all applicable federal, state, and local employment laws; develop, update, and enforce HR policies; and maintain the Employee Handbook.
· Oversee workers’ compensation, safety programs, and risk management activities, including coordination with insurance providers on claims and coverage.
· Maintain HR records, oversee HR systems, and ensure accuracy and integrity of employee data; prepare reports and provide information to leadership and the Board as requested.
· Assist with personnel budgeting, including salaries, benefits, and staffing levels; monitor HR-related expenditures and provide recommendations.
· Support Board-related HR matters, including preparation of agenda items, reports, and presentations; ensure HR practices align with public sector requirements, including transparency and accountability.
Knowledge of:
· Principles and practices of public sector human resources management, including recruitment, employee relations, performance management, and organizational development.
· Federal, state, and local employment laws and regulations, including FLSA, FMLA, EEO, ADA, and applicable Florida statutes.
· Payroll processes and applicable laws, including wage and hour requirements, payroll tax reporting, and coordination with finance and accounting functions.
· Compensation and classification systems, including development and administration of pay grades and salary structures.
· Employee benefits administration, including health, ancillary, and retirement programs, as well as related vendor and contract management.
· Risk management practices including workers’ compensation, safety programs, and insurance coordination.
· HR policies and procedures, including development, implementation, and consistent enforcement.
· Performance evaluation systems and their connection to compensation, employee development, and organizational goals.
· Human Resources Information Systems (HRIS) and HR data management, reporting, and analytics.
· Budgeting principles and personnel cost planning.
· Public sector operations, including transparency requirements, Board processes, and accountability standards.
· Operation and application of Microsoft Office products (Word, Excel, and Outlook)
· Correct application and use of the English language, including spelling, grammar, and punctuation.

Experience/Education:
· Bachelor's degree in Human Resources or related field. A Master's degree (MBA, MA/MS) is preferred.
· Florida Public Human Resources certifications or SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification preferred.
· Five to ten years of Human Resource management in government, municipal or public sector service is highly preferred.
· Must possess a valid Florida Driver’s License, have a satisfactory driving record, and be insurable by the District to operate District vehicles.
Experience:
This position is primarily office-based with some field work and community engagement responsibilities. Typical working hours for this position are Monday-Friday, from 8:00a to 4:30p, however, the position frequently requires attendance at events, meetings, and/or emergency response situations that happen outside or normal operating hours. As an FLSA exempt positions, there will be situations where after-hours availability will be required – without additional compensation due to exempt status. This position is essential for disasters and may be required to report to work immediately following a natural disaster (such as a hurricane).
