We are seeking an experienced Human Resources Manager to provide strategic and operational leadership for the Association's Human Resources function. This key leadership role partners closely with the Executive Director and leadership team to support workforce planning, employee relations, organizational development, compensation, performance management, talent acquisition, benefits administration, training, compliance, workplace safety, and risk management.

The HR Manager plays a critical role in fostering a professional, accountable, inclusive, and service-oriented workplace culture while ensuring compliance with federal, California, and local employment requirements.

Key Responsibilities

HR Leadership and Employee Relations

  • Serve as a trusted advisor to leadership on workforce planning, organizational development, employee relations, and HR strategy.
  • Develop and implement HR policies, programs, procedures, and best practices.
  • Lead workplace investigations, performance management, corrective action processes, and conflict resolution efforts.
  • Ensure compliance with employment laws, leave administration, accommodations, and required employment records.
  • Analyze workforce metrics and trends to support organizational decision

making.

Talent, Compensation and Development

  • Lead recruitment, selection, onboarding, and retention initiatives.
  • Oversee performance management, employee engagement, leadership development, and compliance training programs.
  • Provide guidance on compensation strategy, job classifications, salary administration, and internal equity.
  • Support managers through coaching, training, and practical HR guidance.

Benefits, Payroll and HR Operations

  • Oversee benefits administration, ACA compliance, HRIS management, and employee data integrity.
  • Partner with Finance to ensure payroll compliance, personnel transactions, and employee records are accurate and properly documented.
  • Manage HR vendors, consultants, and the Association's Professional Employer

Organization (PEO).

Safety and Risk Management

  • Lead workplace safety, workers' compensation, returntowork, and risk management programs.
  • Ensure compliance with OSHA and CalOSHA requirements.
  • Chair the Safety Committee and oversee emergency preparedness planning

and training.

Team and Department Leadership

  • Supervise and develop HR staff.
  • Manage the HR budget and evaluate programs, systems, and vendor performance.
  • Prepare reports and metrics related to recruitment, turnover, employee relations,

training, safety, and workforce trends.

QualificationsPreferred Education and Certifications

  • Bachelor's degree in Human Resources, Business Administration,

Organizational Development, or a related field.

  • SHRMCP, SHRMSCP, PHR, or SPHR certification preferred.
  • Training or certification in workplace investigations, California employment law,
  • or OSHA/CalOSHA practices is a plus.

Experience

  • Seven (7) or more years of progressive Human Resources experience.
  • Three (3) or more years of HR leadership or supervisory experience.
  • Strong experience in employee relations, workplace investigations, performance

Management, Recruitment, Compensation, Benefits, And Employment Compliance.

  • Knowledge of federal and California employment laws and regulations.
  • Experience with HRIS platforms, payroll systems, benefits administration, and

PEO partnerships preferred.

  • Strong Microsoft Office and workforce analytics skills.

They will be an effective communicator, trusted advisor, and collaborative leader who can balance employee support, legal compliance, and operational needs while fostering a respectful and inclusive workplace culture.

Physical and Work Environment Requirements

This position is primarily onsite in a professional office environment and requires the ability to work at a computer for extended periods, communicate effectively, move throughout Association facilities, and occasionally lift up to 15 pounds. Occasional evening or weekend work may be required to support training, investigations, emergencies, or operational needs.

  • Due to the sensitive information required in this role, this position is not open to residents of Sun City Lincoln Hills Community Association.

Benefits Overview

We offer a comprehensive benefits package including multiple medical plan options through Kaiser (HMO 0 40, HMO 1000 30) and Aetna (HMO AVN 0 100 30, NTL MCP 2000 80), with coverage available for employees, employee children, employee spouse, or families. Employer contributions range from 75–96% depending on the plan. Dental coverage is provided through MetLife (High PPO and Low PPO) with employer contributions between 58–80%, and vision benefits are offered through Aetna (Vision Core and Vision Plus) with a 100% employer contribution. Employees also receive access to the NexGen Employee Assistance Program (EAP) through Paychex, offering counseling, mental health support, financial advising, and more. Our 401(k)-retirement plan allows contributions after 30 days, with an employer match of up to 4% beginning after one year.

Additional benefits include a Flexible Spending Account, Long-Term Disability, Life Insurance equal to one year’s salary (with voluntary supplemental options), and optional coverage for short-term disability, accident, hospitalization, illness, and legal assistance. Benefits begin on the 1st of the month following 30 days of employment. Paid time off includes vacation accruing at .0385 hours per hour worked (approximately 10 days per year, usable after 90 days), 9 paid holidays plus one floating holiday, and 40 hours of sick leave per year.

Salary : $110,000 - $135,000
