Regional Clinical Director –  

The Regional Clinical Director of Mental Health provides strategic and hands-on clinical leadership across all mental health service lines, including Outpatient (OPT), Intensive In-Home (IIH), Mental Health Skill-Building (MHSB), Multi-Systemic Therapy (MST), and Group Home programs.

This executive-level clinical leader ensures clinical excellence, regulatory compliance, quality assurance, accreditation readiness, and risk management while supporting operational continuity across regions. The Regional Clinical Director serves as the senior clinical authority, mentors clinical leaders, and provides direct program coverage when leadership roles are vacant or staff are unavailable.


Education & Licensure Requirements

  • Master’s degree in a human services-related field (e.g., Counseling, Social Work, Marriage & Family Therapy, Psychology, or related discipline).
  • Active, unrestricted licensure in the Commonwealth of Virginia as one of the following:
    • Licensed Professional Counselor (LPC)
    • Licensed Clinical Social Worker (LCSW)
    • Licensed Marriage and Family Therapist (LMFT)

Required Experience

  • Minimum of 3–5 years of direct clinical care experience, including work with adults, children, families, and/or groups.
  • Minimum of 3 years of clinical supervision experience, preferably supervising pre-licensed providers.
  • Experience within community-based behavioral health settings strongly preferred.

Knowledge, Skills & Abilities

  • Strong knowledge of clinical best practices and evidence-based treatment models.
  • Comprehensive understanding of:
    • Virginia Department of Behavioral Health and Developmental Services (VDBHDS) regulations
    • Department of Medical Assistance Services (DMAS)
    • Medicaid and third-party billing requirements
    • Community-based mental health services and case management
  • Working knowledge of DSM diagnostic criteria.
  • Strong interviewing, assessment, and documentation review skills.
  • Experience leading accreditation processes (CARF preferred).
  • Knowledge of incident reporting, sentinel event management, and risk mitigation practices.
  • Proficiency in Electronic Medical Records (EMR) systems.
  • Advanced computer proficiency (Outlook, Word, Excel, databases).

Travel Requirements

  • Must possess a valid Virginia Driver’s License.
  • Regular regional travel required to support outpatient, IIH, MHSB, MST, and group home programs.
  • Responsibilities include site visits, meetings, accreditation activities, quality assurance reviews, and risk management oversight.
  • Occasional overnight travel may be required based on operational needs.

Essential Job Duties

Clinical Leadership & Supervision

  • Provide direct clinical oversight and supervision to Clinical Supervisors and clinicians across all service lines.
  • Coach and mentor leadership to ensure adherence to evidence-based practices.
  • Maintain continuity of services by assuming responsibilities of direct reports during absences or vacancies.
  • Ensure consistent clinical standards across all regions and programs.

Clinical Oversight & Compliance

  • Review and approve:
    • Clinical assessments
    • Individualized Service Plans (ISPs)
    • Treatment plans
    • Clinical documentation
  • Ensure documentation meets CARF, VDBHDS, DMAS, Medicaid, and organizational standards.
  • Address clinical performance concerns and implement corrective action plans as needed.
  • Monitor outpatient productivity, service quality indicators, and treatment outcomes.

Outpatient Program Oversight

  • Oversee execution and continuous improvement of Outpatient (OPT) services.
  • Ensure outpatient programs are fully staffed, compliant, and clinically effective.
  • Monitor productivity benchmarks and clinical performance metrics.

Accreditation & Quality Assurance

  • Serve as Leader of the CARF Accreditation Team.
  • Lead all accreditation preparation, audits, corrective action plans, and ongoing compliance efforts.
  • Chair and lead the Quality Assurance Committee.
  • Analyze quality data, trends, and outcomes to enhance clinical performance and service delivery.
  • Implement continuous quality improvement initiatives.

Risk Management & Incident Oversight

  • Oversee incident reporting, investigations, and resolution processes.
  • Chair or actively participate in the Risk Management Committee.
  • Ensure timely reporting and follow-up on incidents, sentinel events, and compliance concerns.
  • Collaborate with leadership to mitigate clinical and operational risk.

Strategic & Organizational Leadership

  • Partner with Executive Leadership, HR, Compliance, and Operations to align clinical services with organizational goals.
  • Support workforce development, retention, and succession planning.
  • Represent the organization in audits, accreditation reviews, and external clinical forums.
  • Perform other duties as assigned.
