JOB TITLE: HUMAN RESOURCES SPECIALIST

SUPERVISED BY: Chief Talent Officer

SUPERVISES: NIA

SUMMARY OF JOB DESCRIPTION: Provide professional human resource service including employment file maintenance, payroll & benefits authorization and Leave of Absence administration. Interpret and communicate procedures related to federal and state employment laws and regulations and district human resource policies and procedures. Support the Director of Human Resources through an effectively organized Office of Human Resources and Services.

  • Program manage Leaves of Absence including FMLA, maternity and extended leaves. Ensure documentation complies with state law. Ensure days are correctly calculated for leaves when using supplemental leave types.
  • Inform, advise and enroll new employees in benefits programs (health, dental, vision, 403B, 401K, PERA and COBRA) with appropriate withholding amounts and manages accurate records and changes of benefits.
  • Analyze, research, and expedite insurance claims upon request
  • Assist Alerus in informing and advising employees regarding COBRA coverage and maintain COBRA records including, providing certificates of group Health plan in accordance with HIPPA guidelines and laws.
  • Serve as a permanent member on the Health Benefits Committee. Audit insurance records and reports, making additions/deletions as necessary when there is a qualifying event.
  • Inform, advise and enroll new employees in benefits programs, with appropriate withholding amounts and manage accurate records of changes of benefits.
  • Build and execute communications plan regarding Open enrollment and other benefit news to district employees.
  • Manage benefit administration, ensuring deductibles and benefits are correct and pulled into payroll.
  • Process all Personnel Action Forms and other forms accurately and in a timely manner to communicate compensation, hiring, transfers, resignation/terminations, retirement, extra duty, and career longevity as appropriate.
  • Represent Benefits policies at new employee orientations including assuring that all new eligible employees have access to open enrollment in a timely manner.
  • Recommend revisions of Human Resource policies to the Chief Talent Officer.
  • Build and implement Standard Operating Procedures for processes within Benefits and benefits administration.
  • Assist in preparing and rolling of the HRIS system for the new fiscal year.
  • Develop and maintain an accurate annual calendar of Human Resource office responsibilities by date to assure compliance with administrative policies and procedures and State and Federal law and to communicate with district officials when reports or activities are to be generated/completed.
  • Compile information for and complete CDE reports using the Automated Data Exchange Program, and complete the annual EEOC report.
  • Assist in monitoring probationary and non-probationary status and issuing renewal and non-renewal notices.
  • Program manages the Licensed and Classified evaluation process and tools.
  • Maintain positive communication and relationships with District staff and the general public
  • Demonstrates the commitment to build and maintain a safe, fair and respectful working and learning environment that honors the cultural diversity of students and staff.
  • Perform other duties assigned by the Chief Talent Officer.

CONTACTS: Employees, administrative team, applicants, university representatives, advertisers, CDE staff, law enforcement agencies, CDLE, technical support representatives, CBI, supervisors Mountain BOCES, immigration and naturalization Service and the public.

QUALIFICATIONS:

  • BA degree preferred to include specialized university courses.
  • 3-5 years experience in human resources services, benefits experience preferred.
  • Effective communication and interpersonal skills
  • Ability to work effectively with people
  • Strong time management skills
  • Strong computer skills: keyboarding, database, work processing, spreadsheets

Pay: $28.07 - $35.48 per hour
