Education
SCCH Laboratory requires the following qualifications for Clinic Lab Manager:
- High school graduation or equivalent, and
- Has 10 years’ experience in phlebotomy and waived testing experience
Experience/Skills
- Possesses computer skills (Word, Excel)
- Basic knowledge of SCCH Clinics Laboratory policies and procedures
- Works collaboratively and professionally with co-workers, patients, outside agencies, and physicians
- Performs waived testing and participates in proficiency testing programs
- Understands state lab licensing requirements, federal CLIA regulations and requirements, and standards of laboratory accreditation agency

ROUTINE RESPONSIBILITIES

Responsibilities/Technical Skills
SCCH Clinics
- Under the direction of the Clinic Lab Director coordinates activities of clinical staff workers engaged in performing waived testing in off-site clinics for diagnosis and treatment of disease
- Helps cover shifts due to vacation/sick time
- Implement a program for providing assistance to all waived testing personnel, including instrument troubleshooting, developing procedures for testing, and maintaining compliance with all applicable regulatory agencies
- Ensure that prior to testing patient specimens, employees have appropriate training documented
- Assists with staff training and education
- Coordinates with SCCH Lab Supervisor and Director of Clinic Quality and Competency to ensure all testing staff complies with completion of annual competency
- Ensures good lab practices are followed-re: specimen collections and labeling of specimens and identification of test devices
- Reviews test result/control worksheets to ensure quality practices are followed
- Ensures manually entered test results are checked for correctness in LIS
- Reviews and make any necessary updates in the procedural manual on an annual basis when there is any change in testing procedure or instrument
- Ensure laboratory maintenance, QC and patient records are maintained for the required period
- Checks equipment temperatures and humidity daily log sheets, making sure they are in range, and that corrective action is taken if a temperature is out of range
- Ensures temperature/humidity monitors and timers are calibrated or replaced annually.
- Performs monthly reviews of test/controls worksheet at each clinic to ensure:
- Quality controls are performed appropriately
- No patient tests are resulted until the test system is functioning properly and necessary remedial action taken and documented
- Monthly checklist is given to SCCH Lab Director for approval
- Monthly review summary is sent to Director of Clinic Quality
- Ensure that proficiency testing samples from outside agencies are received, completed, and returned
- Ensures that investigation of any discrepant API result is investigated with appropriate documentation of
- Provides technical assistance to testing staff in trouble shooting instrument and/or procedure problems.
- Demonstrates competency in performing the following:
- Blood collection (venous and capillary)
- Waived tests performed in the clinics.
Quality Control/Quality Assurance
- Participates in quality assurance monitoring programs - Reviews and updates documentation/records that establish compliance with policies and regulations affecting laboratory operation.
- Monitors and prepares report of SCCH Lab quality program.
- Other administrative/clerical duties as assigned by SCCH Lab Supervisor or SCCH Clinic Lab Director.
Budget/Cost Containment/Miscellaneous
- Conscious of cost containment and complies as feasible
- Follows the SCCH attendance policy
- Utilizes time clock in a professional manner
- Clocks out for breaks if leaving the hospital grounds
Competency/Education
- Documents competency of job performance on an annual basis according to CLIA guidelines
- Performs required education in HealthStream
- Performs required mandatory education in Media Lab
