IT Change Manager

Job Purpose

Strativia is seeking an experienced IT Change Manager to support a major tax modernization initiative for the City of Baltimore. This position will lead organizational change management efforts to ensure the successful implementation and adoption of new technology systems and business processes.

The ideal candidate will have a strong background in organizational change management, stakeholder engagement, communications, and training, with experience supporting large-scale technology transformations in government or enterprise environments.

Responsibilities

• Develop and implement comprehensive change management strategies and plans aligned with project goals, timelines, and deliverables.
• Conduct stakeholder assessments, readiness evaluations, and surveys to identify potential challenges and measure change adoption.
• Develop and execute communication strategies to keep stakeholders informed and engaged throughout the modernization process.
• Design and deliver training programs, job aids, and resources to support end-user adoption of new systems and processes.
• Collaborate with project managers, technical teams, agency leadership, and other stakeholders to ensure successful implementation.
• Monitor change management activities, track adoption metrics, and recommend improvements to enhance effectiveness.
• Provide guidance and coaching to leadership and project teams on change management best practices.
• Support the implementation of cloud-based and enterprise technology solutions while minimizing operational disruptions.
• Identify opportunities to improve organizational processes and promote continuous learning and development.
  
  

Education and Experience:

• Bachelor's degree in Business Administration, Public Administration, Management, or a related field from an accredited institution, or an equivalent combination of education and experience.
• Minimum of six (6) years of organizational change management experience, including knowledge of change management methodologies and deliverables.
• Experience leading enterprise-wide change management initiatives within a large organization.
• Familiarity with HR business processes and information systems.
• Knowledge of structured change management methodologies, such as Prosci, ADKAR, or Kotter.
• Experience developing and delivering communication plans, stakeholder engagement strategies, and training programs.
• Experience with Learning Management Systems (LMS) and training development tools, such as Articulate.
• Experience coaching project managers and team members on presentations and change management activities.
• Strong interpersonal, communication, organizational, and problem-solving skills.
  
  

Preferred Qualifications:

• Prosci, SHRM, or equivalent professional certification.
• Previous experience supporting public sector or government technology modernization initiatives.
• Experience implementing enterprise or cloud-based systems.
• Strong facilitation skills and experience supporting organizational transformation across multiple departments.
• Ability to translate technical information into clear, accessible communications for diverse audiences.
