Description
SCT is seeking hires for the position of Human Capital Analyst, serving NASA’s Office of the Chief Human Capital Officer (OCHCO). The HC Analyst shall provide overarching support to the Talent Services and/or Executive Services division functional leads and/or the GS Performance Management functional lead.
The HC Analyst shall have detailed/working knowledge in business operations such as program reporting, data analysis, business process design, documentation and mapping, organization design, training, user roles, and/or change management. Program support will include a broad range of requests for Agency-wide and Center assessments and the continuous identification of enhancements to methods, processes, or systems to improve effectiveness and efficiency, and as required, technical, analytical, or consulting services requests for projects, initiatives, strategic planning, and envisioning discussions with HC partners.
The position is badged to NASA HQ in Washington, DC but will be performed remotely.
Duties
- Responsible for the evaluation of operational requirements relative to HC requirements, Talent Marketplace, GS performance management system, or executive performance management within the program guidance and review process.
- Collect data in accordance with plans, as well as verify and analyze data to identify trends and potential problems; recommend program modifications, as applicable.
- Prepare analysis showing the pros and cons of various courses of action and suggest implications and possible effects of research findings to contribute to general knowledge and support decisions.
- Create reports of findings, conduct analyses, write reports and prepare presentations.
- Conduct needs assessments, plan, and execute general project management support.
- Establish criteria for evaluating and tracking metrics and lead or assist in special projects or initiatives as requested.
- Research alternatives and recommendations on issues pertaining to program areas to assess the effectiveness of programs and policies.
- Maintain knowledge of applicable software policies, and computer-based business information systems including web, database systems, reporting and management of information.
- Executes general project management support.
- May work onsite at client office location
- May include occasional travel
Qualifications
- Minimum Graduate degree in related field of study, or bachelor’s degree with 2 years of experience in appropriate area of specialization, or 5 years of directly related experience with no degree
- Minimum 1 year of consulting experience preferred
- Detailed knowledge of federal human capital policies, practices, concepts, and procedures enabling expert advisory and consultive services in one of the following is highly desired:
- NASA Executive Performance Appraisal System (EPAS) and the Executive Performance Management and Development lines of business, or experience with other federal performance management systems
- NASA Employee Performance Communication System (EPCS) and Standard Performance Appraisal Communication Environment (SPACE) system, or experience with other federal performance management systems is highly desired
- Talent Acquisition, Talent Marketplace, or experience with other Talent Marketplace systems
- HC transformation areas including, but not limited to, incentives and awards, learning and development, performance management, talent acquisition, etc.
- Knowledgeable with Microsoft Office Suite and SharePoint
- Strong work ethic with excellent organizational and inter-personal skills
- Self-starter with demonstrated leadership and team-building capabilities
- Ability to interact professionally with clients
- Exceptional written and oral communication skills
Salary : $92,800 - $117,000
