We are seeking an experienced Program Manager to lead a high-visibility management and program support services contract with the Federal Protective Service (FPS), a component of the Department of Homeland Security (DHS). FPS protects more than 9,000 federal facilities nationwide and supports over 1,200 federal staff and 15,000 contract security personnel.
The Program Manager will oversee planning, execution, performance, and customer engagement for a portfolio of analytical, administrative, and operational support services that enable FPS to fulfill its mission of safeguarding federal buildings, assets, employees, and visitors.
This position requires strong leadership, excellent communication, contract management expertise, and experience supporting federal programs—ideally within DHS, FPS, or other law enforcement/security environments.
Key Responsibilities
- Provide day-to-day leadership and oversight for a nationwide program supporting FPS.
- Serve as the primary point of contact for FPS program leadership and contracting officials.
- Manage contract deliverables, timelines, quality control, and performance requirements.
- Lead planning and execution of program support activities, including policy and planning, program review, knowledge management, public affairs support, web content management, self-inspections, and delegation analysis.
- Oversee analytical support in areas such as data mining, systems data analysis, trends analysis, requirements generation, life-cycle cost analysis, property management, space planning, and vehicle lease management.
- Supervise and coordinate a geographically dispersed team of analysts and support staff across multiple FPS sites.
- Recruit, onboard, train, and manage staff to ensure full alignment with contract requirements.
- Maintain strong working relationships with government stakeholders to ensure exceptional customer satisfaction.
- Conduct recurring program reviews and prepare briefings, reports, and performance metrics.
- Identify process improvements to enhance program efficiency and service delivery.
- Ensure compliance with DHS and FPS standards, policies, and reporting requirements.
- Manage risk, track issues, and ensure timely resolution of program or staff challenges.
Required Qualifications
- Bachelor’s degree in Business, Public Administration, Management, Homeland Security, or related field.
- Minimum of 5 years of federal program or contract management experience.
- Experience managing teams across multiple locations.
- Strong understanding of federal management processes and support functions.
- Demonstrated ability to communicate with and support senior government leaders.
- Excellent organizational, analytical, and leadership skills.
- Ability to obtain and maintain a DHS Public Trust clearance.
Preferred Qualifications
- Prior experience supporting DHS, FPS, GSA, or federal law enforcement programs.
- PMP or other recognized program/project management certification.
- Experience leading analytical, administrative, or data-focused support staff.
- Strong background in performance metrics, process improvement, or quality assurance.
