Strategic Insight, Ltd. is seeking a Program Management Analyst to provide routine and complex program or financial management support/analyses, including needs assessments and cost/benefits analyses, in an effort to align program/financial needs with business initiatives. (Staff Associate) In support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Program Director (PD) for Cooperative Engagement Capability (CEC).  The Job location is Dahlgren, King George, VA.  This position is on-site with limited remote work.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Responsibilities include but are not limited to:

  • Directly support the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Program Director (PD) for Cooperative Engagement Capability (CEC),
  • CEC Strategic Planning support. IWS 6 is coming to NSWCDD for assistance in laying out these plans. Need PM support for meetings, planning sessions, and status updates,
  • CEC Independent Validation & Verification (IV&V) efficiency effort support. Support the CEC IV&V team's efforts at digitizing and improving efficiency for test planning and execution. Focus here is on program plans for this effort,
  • CEC Test Infrastructure Planning support. Again, the focus here is on program plans for CEC test infrastructure updates,
  • CEC Training Plan support. Similarly, the focus here is on program plans for CEC training activities.
  • Provide programmatic and documentation support throughout a program's life cycle from concept development and formulation through initial system design, development, and deployment, and
  • Collect and prepare data for project activities such as program reviews, configuration audits, management meetings, planning sessions, design reviews, and status reviews.

Success for working in this position requires:

  • High school diploma or equivalent required.
  • Associate or bachelor’s degree in any field is a plus
  • Familiarity with Navy Surface Combat/Weapon Systems
  • Technical understanding of Navy Surface Combat/Weapon Systems is a plus
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint 
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
  • 100% on-site King George, VA
  • Must be able to lift up to 25 pounds 
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend, and squat periodically

 Education and Experience:

  • Five (5) years of experience in collecting, reviewing, and analyzing information in support of programs. Demonstrated experience in the following areas: procurement support, program planning, logistics, and program cost analysis.
