Program Finance Operations Officer

About the Positions
Strategic Capacity Group (SCG) is seeking to hire two experienced, hands-on professionals to serve as Program Finance Operations Officers to support the implementation of SCG’s programs worldwide. These positions will serve in SCG’s Programs Department and will support program managers and their teams to plan, execute and process procurements actions and payments, develop budgets, forecasts and grant drawdowns, and support project reporting and close-outs. These front-facing positions coordinate with nominated participants worldwide to collect payment details and process travel advances, per diem and other payments prior to and following project activities worldwide. These positions also work with vendors around the world to execute vendor agreements and process payments. The Program Finance Operations Officers report to the Director of Programs, work closely with SCG’s program managers and staff at headquarters and in the field, coordinate with SCG’s Global Operations Team for travel and vendor procurements and payments, and align all financial transactions with SCG Finance and Administration Department to ensure compliance with SCG financial policies and U.S. Government regulations.
Required Qualifications, Skills, and Experience
Ideal candidates will have:
- A bachelor's degree in a relevant discipline (e.g., business, finance, accounting), and at least five years of relevant experience. Relevant experience includes budgeting, forecasting and financial reporting; accounts payable experience, ideally for a company processing overseas payments; international procurement experience; and/or experience processing travel, reimbursements, and other payments for international participants.
- Experience and knowledge of expense and payment platforms (e.g., Bill, Expensify, Divy), budgeting software (e.g., Martus), accounting software (e.g., Sage Intacct), and/or international wire platforms, is highly preferred.
- Knowledge and experience of U.S. government regulations for grantee organizations, including working knowledge of 2 CFR 200 and other federal regulations applicable to non-profit grant recipients is strongly preferred.
- Progressive experience managing budgets, executing procurement actions, and interacting with vendors.
- Ability to maintain confidentiality related to sensitive financial matters.
- Excellent interpersonal skills and experience communicating with many different stakeholders, including international participants and vendors.
- Excellent organization and prioritization skills to support SCG’s global operational footprint.
Salary: $90,000 – $115,000, commensurate with experience.
