Strategic Analysis, Inc. (SA) seeks a Sr. Program Analyst to support the strategic planning, oversight, and execution of Science, Technology, Engineering, and Mathematics (STEM) programs, activities, and initiatives within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). As a Sr. Program Analyst, you will: • Support the draft, coordination, and issuance process for annual DoD STEM Funding Opportunity Announcements (FOAs). Assist the Director in the review and tracking of proposals, coordinating evaluation teams, preparing award notifications, and monitoring outcomes. • Develop material required for position papers, reports, briefings, testimony, and Congressional inquiries, including aiding in the development of correspondence, talking points, and overview briefings on STEM initiatives. • Conduct analysis of existing or proposed policy guidance and direction covering the STEM program, including any public laws or executive orders. • Prepare summaries, decision memoranda, and other communications for senior management to support high-level decisions on complex issues for internal and external stakeholders. • Support outreach efforts via public facing websites, blogs, and social media platforms related to DoD STEM initiatives. • Prepare metrics reports for review by working groups and senior leadership and coordinate related meetings as necessary. • Conduct briefings and provide advice on key strategic, planning, programming, and policy matters related to STEM education and outreach initiatives. • Provide support to working groups and STEM committees. • Facilitate and maintain coordination with counterparts on STEM policy issues. • Coordinate quarterly awards program to recognize STEM Advocates and experts in the field. Compile nominations, conduct compliance checks, and support the organization of evaluation panels and. • Collaborate with industry, academia, and other government agencies to develop best practices and provide guidance for implementation of STEM initiatives. • Gather and prepare data to support the development of Congressional reports as directed from the annual National Defense Authorization Act. QUALIFICATIONS: Clearance: Ability to obtain/maintain a DoD SECRET clearance is required. Education: • A Bachelor's degree from an accredited college or university is required. A bachelor's degree in science, technology, engineering, mathematics, or related field is preferred. • Degree requirement may be waived in lieu of significant recent and relevant work experience: minimum of five (5) years' active-duty military or minimum of ten (10) years' experience. Experience and Skills: • A minimum of five (5) years' recent and relevant experience is preferred; nine (9) years required for the senior level. • Demonstrated progressive responsibility in project management positions supporting the DoD science and technology enterprise. • Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation; and ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverable scheduled. • Demonstrated success in the conception and execution of new projects (i.e., no pre-existing business processes), and without detailed guidance from the client. • Proficiency in MS Word, PowerPoint, Excel, SharePoint, and Teams applications. • Prior DoD experience and knowledge of PPBE terms and processes a plus. Location: Candidates must be local to the Washington, DC area. Travel: Ability to travel to STEM outreach events and meetings within CONUS is anticipated.
