LOCATION: USSTRATCOM, Building 1000, Offutt AFB, NE

RESPONSIBILITIES

  • Provide analytical support to the J57 International Affairs branch to enable execution of a data-driven allied engagement strategy.
  • Synthesize quantitative and qualitative data to assess allied contributions, support targeted influence operations, and provide insight into the effectiveness of USSTRATCOM's assurance activities.
  • Conduct comprehensive analysis of allied military capabilities, defense spending, and operational readiness to develop and maintain a data-driven "Allied Contribution Scorecard" that identifies and quantifies allied defense-spending shortfalls.
  • Support development of detailed planning packages for international Key Leader Engagements (KLEs), including sentiment analysis of the information environment.
  • Ensure all international KLEs align with Department of War (DoW)-directed allied burden-sharing requirements.
  • Maintain a centralized database that tracks all allied engagements, contributions, and capability metrics to support strategic assessments and senior leader decision-making.
  • Analyze and report on adversary responses to U.S. and allied strategic messaging, exercises, and engagements, providing assessments on whether U.S. and allied actions are successfully imposing costs and altering the adversary's decision calculus.
  • Provide analytical support focused on measuring the tangible contributions of allies, their alignment with U.S. economic and security interests, and the risks of over-extending U.S. commitments to free-riding nations.
  • Translate high-level strategy into operational concepts related to strategic deterrence theory and the U.S. nuclear enterprise, including the extension of nuclear deterrence to non-nuclear allies.
  • Synthesize disparate qualitative and quantitative data sources, including policy documents, intelligence reporting, diplomatic cables, and operational data, to produce clear, concise, and data-driven assessments for senior leader decision-making.

·       Minimum 5 years of experience in, or demonstrated working knowledge of, strategic deterrence theory, including its historical application, current U.S. models, and the specific political and military conditions required to justify extension of nuclear deterrence to non-nuclear allies.

·       Minimum 5 years of experience in, or demonstrated working knowledge of, strategic-level military planning, joint operations, and the organizational structure of the U.S. nuclear enterprise; ability to translate high-level strategy into operational concepts.

·       Demonstrated ability to synthesize disparate qualitative and quantitative data, such as policy documents, intelligence reporting, diplomatic cables, and operational data, to produce clear, concise, data-driven assessments for senior leader decision-making.
