SABG is hiring an Advanced Strategic Planning Analyst to support the Missile Defense Agency (MDA) in Huntsville, AL. Advanced Analysts will support Defense of Guam Executives and Senior Leaders with day-to-day mission planning.

 

JOB TITLE: Analyst (Advanced) – Strategic Planning

CLEARANCE: Must be able to obtain and maintain Secret security clearance

LOCATION: Huntsville, AL

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

Strategic planning and associated reviews:

·       Support day-to-day mission planning, review and analyze documentation for meetings, and review other forums for daily operations, which includes analysis of MDS strategies, options, alternatives, and acquisition strategy efforts planned or in progress.

·       Provide analytical results and/or recommendations, including preparation for meetings or other events. Prepare briefings, develop reports, and identify best practices for agency strategic planning.

·       Analyze, prepare, author, edit and direct taskings on behalf of senior leadership and organizations. Manage organizational Task Management Tool (ETMS2) system on behalf of senior leadership ensuring appropriate prioritization, tasking and completion. Coordinate with both internal and external MDA elements on behalf of senior leaders to ensure taskings are accurate, timely, complete and well understood.

·       Plan, facilitate, and conduct leadership executive-level off-site activities. Develop schedules and participate in applicable end-of-day security checks, burn bag disposal, classified document accountability, and other routine activities associated with day-to-day operations.

Executives, Senior Leadership, Execution and Functional organizations support with day-to-day operations and planning for future activities:

·       Assist with the definition of an agency-level corporate approach to the integration of organizational administrative processes and systems. Conduct process and procedure reviews to clearly identify existing administrative business practices that require change. Analyze results, develop strategic plan to execute changes, secure approval, and implement approved solutions leveraging Microsoft Office 365, MDA portal, ETMS2/E-Tasker or other MDA approved capabilities for outreach across the agency. Recommend best practices and process improvements throughout this effort.

·       Plan, facilitate and conduct leadership and organization off-site activities.

·       Plan, facilitate, analyze and conduct organizational structure studies and assess capabilities organizations-wide. Provide results and recommendations.

Executive Officer and lead advisor lead in assigned organization

·       Assist with detailed planning of complex management projects, issues, and initiatives.

·       Assist Executive or Senior Leadership with daily office operations and prioritization of events as well as staff actions based on known activities or guidance provided. Oversee the office calendar and provide recommendations to resolve issues or conflicts; coordinate impacts and changes with internal and external organization; and provide guidance to staff for synchronization. Prepare Executive or Senior Leader for daily events, meetings, conferences, and other forums to include schedule confirmation, materials, transportation, and video-teleconferences.

·       Assist Executive or Senior Leadership with daily office management and document control. Review all documentation, e.g., correspondence, briefings, response to inquiries, and talking points that require signature, and provide advice, status, and/or recommendations. Establish an active liaison within the network of other executive officers to facilitate reviews, coordination, revisions, and decisions.

·       Develop schedules and participate in applicable end-of-day security checks, burn bag disposal, classified documents accountability, and other routine activities associated with day-to-day operations.

 

SUPERVISION: This position has supervisory responsibilities

 

MINIMUM QUALIFICATIONS: Capable of providing expertise in Strategic Planning, Programmatic and Communication techniques and processes to support stakeholder requirements. Has specialized relevant knowledge and works as a member of team and assists with solving complex problems. High-level working knowledge, skills and abilities using Microsoft Office and Adobe software suites is required. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required.

 

EDUCATION AND/OR EXPERIENCE:

·       BA/BS and 6 years’ experience in administrative/business field; AA and 8 years’ experience in administrative/business field; or 15 years’ experience in administrative/business field.

·       Possess 3 years’ of direct experience supporting CEO level military equivalent (Senior Executive Service (SES) or Flag Officer).

·       Demonstrated advanced capabilities executing day-to-day office operations and mission planning associated with senior executive level leadership including serving as an advisor and assisting with detailed planning of complex management projects, issues, and initiatives.

·       Proficient in advanced analytical thinking; working in a teaming environment developing corporate strategies, goals and objectives and briefing recommendations to senior leaders.

·       Advanced level experience planning, facilitating and conducting executive-level activities.

·       Proficient in preparing, reviewing and coordinating executive level correspondence.

·       Proficient in government travel processes and systems.

·       Proficient in developing and maintaining schedules including calendar synchronization of events and integration of activities for senior leaders.

·       Proficient in classified correspondence handling procedures.

·       Proficient in government task management systems.

·       Advanced level experience planning, facilitating and conducting organizational studies and presenting results and recommendations to senior leaders

·       Proficient in researching, reviewing, and preparing meeting support materials (e.g. briefings, papers, read-ahead documentation).

·       Experience with government time-management procedures and systems.

·       Demonstrated knowledge of record management processes.

·       Must possess high levels of communication skills (oral and written), interpersonal skills, organization, and presentation skills.

 

COMPUTER SKILLS:

·       Skilled in operating a personal computer and standard office equipment

·       Proficient in Microsoft Office products including Outlook, Excel, Word and PowerPoint.

 

CLEARANCE: Must possess or be able to obtain and maintain a DoD Secret security clearance

LANGUAGE SKILLS: Ability to read, analyzes, and interprets governmental regulations. Ability to write reports, business correspondence, and/or procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

 

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.
