Job Summary
in search of candidates with senior program/budget support. Ideal candidates have recent and relevant experience gained from providing similar types of support to DOD organizations or DoD contractors. This position requires the candidate to already possess a Secret Security Clearance (Active).
Job Responsibilities:
- Develop forecasts and financial plans aligned with program objectives.
- Collaborate with program managers to establish plans and projections for various projects/programs.
- Ensure adherence to approved guidelines and recommend adjustments when necessary.
- Analyze program cost structures, operational efficiency and the return on investment (ROI).
- Generate detailed reports to assess whether programs meet defined and strategic goals.
- Support internal audits and external reviews, providing detailed financial documentation.
- Collect and analyze Program Objective Memorandum (POM) data.
- Apply working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Review, analyze, and interpret various financial documents and reports against established financial metrics.
- Monitor, analyze and report on variances between actual performance and projections.
- Utilize and apply knowledge of Army business processes regarding multiple types of appropriations to include Operations and Maintenance, Army (OMA); Aircraft Procurement Army (APA); and Research, Development, Test & Evaluation (RDT&E).
- Review travel orders and authorizations in Defense Travel System.
- Support fund reprogramming process as necessary.
- Support planning, programming and execution of Army appropriations.
- Support/Collaborate with program office personnel in developing and defending POM requirements for Army appropriations.
- Collaborate and support reviews and consolidation of Army Program Budget Brief charts.
- Assist in resource allocation decisions based on financial projections and constraints.
- Provide input in preparation for high-level meetings with Project Office leadership and other vendors. This input may be narrative or charts and should be of a quality that little rework is required by senior analyst or PM.
Minimum Requirements:
- Must have experience with Funds Distribution, Purchase Requisitions and Program Reconciliation utilizing General Fund Enterprise Business System (GFEBS).
- Must have experience with preparing Spend Plans.
- Must have demonstrated experience working in a team environment and have excellent written and oral communication skills.
- Must have experience with Microsoft Office suite of products.
- Must have demonstrated experience working individually as well as organizing and facilitating working groups.
- Must have experience preparing detailed written reports and/or briefings suitable for presentation to senior level military and corporate leadership.
Education and Experience Requirements:
- Bachelors and 7 years concentrated in the functional responsibility area of the position to be filled
- Masters and 5 years concentrated in the functional responsibility area of the position to be filled
Travel: May require travel up to 5%.
Testing: Candidates may be subject to a written test as part of the candidate interview and selection process to demonstrate written communication skills and/or the ability to deal with potentially challenging notional situations which may arise while supporting a Product Office.
