What are the responsibilities and job description for the Office Administrator position at Story County?

This position is responsible for coordinating the day-to-day administrative functions of the Assessor’s Office. This position performs a variety of management, administrative and financial duties.  
  • Coordinates the administrative functions of the Assessor's Office to ensure compliance with state-required timelines.
  • Enters all new construction and revaluation data into the real estate software system; enters exemption and abatement data; processes splits and new subdivisions.
  • Balances state abstract and state reconciliation reports.
  • Coordinates the mailing of assessment notices to property owners.
  • Prepares exemption codes and abatement schedules for each municipality; assigns abatements and/or exemptions to properties; makes class and district changes.
  • Prepares and balances all reports for the Department of Revenue (DOR); monitors the DOR portal for sales list and messages; responds to requests.
  • Prepares and submits the Forest Reserve report to the Department of Natural Resources (DNR).
  • Provides staff support to the Story County Board of Review; collects petitions; prepares and distributes packets; schedules hearings; prepares and posts agendas; prepares and mails correspondence from the Board of Review to property owners; enters changes granted by the Board.
  • Prepares inspection notifications for mailing.
  • Assists with budget development, processes accounts payable and payroll; monitors monthly expenditures and review all claims to ensure budgetary compliance.

  • Manages office supply inventory and makes purchases as needed.
  • Updates and maintains the Assessor’s Office web pages.
  • Prepares and balances year-end reports for audit purposed; provides assistance to the Auditor as needed.
  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of Iowa property assessment laws.
  • Knowledge of Iowa Department of Revenue reporting and other requirements.
  • Knowledge of property owner appeal processes and procedures.
  • Knowledge of property owners’ rights and assessment appeal processes.
  • Knowledge of computers and job-related software programs.
  • Skill in revieing property records to identify pertinent information and to identify errors.
  • Skill in splitting and combining parcels.
  • Skill in interpreting and applying procedures.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in oral and written communication.

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Iowa for the type of vehicle or equipment operated.
