General Statement of Duties
Performs responsible technical and administrative work in the listing and assessing of personal property; inputs related data into computer system for assessment, billing and collections.
Distinguishing Features of the Class
An employee in this class is responsible for appraising personal property at a fair tax value. Work involves researching and gathering information to render an accurate judgment. Calculate and generate discovery tax bills for personal property. Review and handle public inquiries, which come to the office, encompassing a significant portion of time. Considerable independent initiative and judgment are required. Tact is necessary in working with property owners and their representatives. Employee works primarily in an office setting; on occasion may physically visit property within the County.
Duties and Responsibilities
Essential Duties and Tasks
Researches and gathers information to render an accurate judgment in valuing personal property.
Calculates discovery bills for personal property; enters information into the computer and generates bills.
Handles and processes public inquiries about a variety of tax assessment and related information on personal property.
Handles the listing of all personal property over the counter and by mail during peak times and otherwise.
Assists Tax Collections in processing mail payments during peak times and as needed.
Sorts personal property listing forms and compiles information necessary in establishing Annual Valuation Maintenance File in preparation for yearly billing and otherwise. Inputs data into computer system.
Maintains Manufactured Home Maintenance File. Maintains Manufactured Home Park Maintenance File. Maintains Watercraft Maintenance File.
Maintains Unregistered Motor Vehicle File and Permanent/Multi Year Tag File.
Researches DMV Mobile Home Report for change of ownership to establish necessity for Discovery Listing form and/or billing.
Prepares month end listing/discovery reports.
Maintains Account Maintenance File.
Calculates releases/refunds for personal property when necessary. Assists with Motor Vehicle Tax Bill release/refunds when necessary.
Assists with Elderly/Disable and Veteran Exemption questions/forms when necessary. All other duties assigned.

Knowledge, Skills and Abilities
Considerable knowledge of State laws and County policies and procedures governing the assessment and evaluation of personal property.
Considerable knowledge of accepted practices in assessing real and personal property. Considerable knowledge of the organization and functions of County government.
Considerable knowledge of procedures in appraising and transferring property. Working knowledge of tax billing procedures.
Skill in various computer programs; such as Microsoft Word, Excel and other office equipment with the required speed and accuracy.
Ability to expand knowledge for Microsoft Access.
Ability to communicate effectively in oral and written forms. Ability to handle the public courteously and tactfully.
Ability to develop and maintain effective working relationships with County officials, attorneys, real estate agents, employees and the general public.
Ability to interpret and explain policies, processes, and procedures.
Physical Requirements
Must be able to perform the basic life operational functions of standing, kneeling, reaching, walking, lifting, keying, talking, hearing and repetitive motions.
Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer terminal during long durations and do extensive reading and research.
Must have a valid North Carolina Drivers License. Desirable Education and Experience
Graduation from high school supplemented by sources in business and accounting and some experience working in listing or assessing taxes; or equivalent combination of education and experience.
