Context
Stimulus is about to embark on a period of unprecedented growth as it leverages government BEAD funding and external capital to expand its fiber construction and internet services in Nevada, Oregon, Missouri and California
Role Summary
Own the recruiting engine for our next phase of growth: from VP/C-suite (CFO, CTO, CRO, VP Broadband Services) to engineering and field teams that power our fiber builds. You’ll define roles, calibrate comp, map competitors, source passive talent, and close great people under tight deadlines.
What You’ll Do
- Lead executive searches (CFO, CTO, CRO, VP Broadband Services): position specs, scorecards, sourcing, assessment, references, offer design, and close.
- Run multiple concurrent searches across exec technical ladders with weekly SLAs.
- Build direct-sourcing engines: competitor mapping, targeted outreach, referrals, schools/workforce partners.
- Partner with leadership on compensation/equity ranges and closing strategy; maintain confidentiality.
- Operate the funnel in human resource management system with crisp analytics and dashboards.
- Be a key resource on the Stimulus HR team supporting the onboarding of key staff in new and existing markets.
What You’ve Done
- 6–10 years full-cycle recruiting; 5 successful VP/C-suite placements and 3 years in telecom/fiber/utility construction or adjacent infrastructure tech.
- Proven record juggling 10–20 concurrent searches and meeting deadlines.
- Expert in direct passive sourcing and high-stakes negotiation.

- Execute time-to-slate: ≤20 business days • Exec time-to-accept: 60–90 days
- Offer acceptance: Exec ≥80% | Overall ≥85% • 90-day retention: ≥92%
- Stakeholder CSAT: Exec sponsor ≥4.6/5 | Candidate NPS ≥ 40
- Process: Weekly SLA compliance ≥90%; strong direct-sourcing mix and cost control
