Position Purpose
The Director of Federal Programs serves as the district leader responsible for the development,
implementation, monitoring, and compliance of all federal programs and federally funded
initiatives.
The Director of Federal Programs ensures Stilwell Public Schools maximizes available federal
resources while maintaining full compliance with federal laws, regulations, grant requirements, and
program expectations.
The Director serves as the district expert regarding ESSA requirements, Title programs, federal
compliance, grant development, and program monitoring.
This position is responsible for ensuring federal funds are used strategically to improve student
outcomes and support district priorities.
The Director of Federal Programs works closely with district leaders to align federal resources
with district needs while ensuring all programmatic requirements are met. 

 

 

Core Responsibilities
Federal Programs Leadership
The Director of Federal Programs oversees all federally funded programs operated by Stilwell Public
Schools.
Responsibilities include:
• Coordinating all federal program activities.
• Ensuring alignment between federal programs and district priorities.
• Monitoring program effectiveness.
• Developing systems to evaluate program impact.
• Ensuring federal resources are utilized strategically.
• Supporting district leaders in understanding federal program requirements.
• Monitoring changes in federal regulations and guidance.
Expected Outcome: Federal programs are aligned to district priorities and produce measurable
benefits for students. 


Title I Program Administration
The Director oversees all Title I programming and compliance activities.

 

Responsibilities include:
• Developing and maintaining Title I plans.
• Coordinating schoolwide program requirements.
• Monitoring implementation of Title I services.
• Supporting Title I schools with compliance requirements.
• Managing Title I documentation.
• Coordinating annual Title I meetings.
• Monitoring Title I parent engagement requirements.
• Supporting Title I improvement efforts.
Expected Outcome: Title I programs operate effectively and remain fully compliant.


Title II Program Administration
Responsibilities include:
• Coordinating professional learning funding.
• Monitoring allowable expenditures.
• Supporting educator effectiveness initiatives.
• Managing Title II planning processes.
• Monitoring implementation of funded activities.
• Maintaining required documentation.
Expected Outcome: Title II resources support employee growth and district priorities. 

 

Title III Program Administration
Responsibilities include:
• Monitoring services for multilingual learners.
• Ensuring compliance with Title III requirements.
• Coordinating required documentation.
• Supporting district EL programming.
• Monitoring program implementation.
• Maintaining reporting requirements.
Expected Outcome: Multilingual learners receive services that support academic growth and
compliance requirements.

  

Title IV Program Administration
Responsibilities include:
• Coordinating Title IV activities.
• Monitoring program implementation.
• Supporting safe and healthy schools initiatives.
• Supporting student enrichment opportunities.

 

• Managing documentation and reporting requirements.
Expected Outcome: Title IV resources expand opportunities and supports for students.

 

 

 

 

ESSA Compliance
The Director serves as the district lead for ESSA compliance. Responsibilities include:
• Monitoring ESSA requirements.
• Coordinating ESSA documentation.
• Ensuring compliance with federal expectations.
• Supporting schools with ESSA implementation.
• Monitoring federal accountability requirements as applicable.
• Maintaining required records and evidence.
Expected Outcome: The district remains fully compliant with ESSA requirements.

 


Consolidated Application Development
The Director is responsible for the district’s federal Consolidated Application. Responsibilities
include:
• Coordinating annual application development.
• Conducting needs assessments.
• Collaborating with district leaders regarding funding priorities.
• Developing program budgets in collaboration with the CFO.
• Ensuring application accuracy.
• Meeting submission timelines.
• Managing amendments as needed.
Expected Outcome: Applications accurately reflect district priorities and maximize available
funding. 


Grant Development and Grant Writing
The Director serves as the district’s lead grant developer. Responsibilities include:
• Identifying grant opportunities.
• Researching funding opportunities.
• Coordinating grant applications.
• Writing competitive grant proposals.
• Collaborating with district leaders on grant initiatives.
• Maintaining a grant opportunity calendar.
• Developing partnerships that support grant opportunities.

 

• Monitoring emerging funding opportunities.
Expected Outcome: The district actively pursues external funding opportunities that support

Program Monitoring and Compliance Reviews
The Director coordinates federal monitoring activities. Responsibilities include:
• Preparing for monitoring visits.
• Coordinating documentation reviews.
• Conducting internal compliance reviews.
• Monitoring corrective actions.
• Maintaining monitoring evidence.
• Supporting schools during monitoring processes.
Expected Outcome: The district successfully completes all monitoring reviews with minimal findings. 

 

Parent and Family Engagement
The Director oversees federal parent engagement requirements. Responsibilities include:
• Coordinating annual parent engagement activities.
• Monitoring compliance with parent engagement requirements.
• Supporting schools with engagement planning.
• Developing district parent engagement resources.
• Maintaining required documentation.
• Evaluating engagement effectiveness.
Expected Outcome: Families are meaningfully engaged and federal requirements are met.


Program Evaluation and Impact Analysis
The Director evaluates effectiveness of federally funded initiatives. Responsibilities include:
• Monitoring program outcomes.
• Measuring program effectiveness.
• Reviewing return on investment.
• Developing annual program evaluations.
• Making recommendations regarding future funding priorities.
• Reporting results to district leadership.

Cross-Department Collaboration
The Director serves as a bridge between federal funding and district initiatives. Responsibilities
include:
• Collaborating with the CFO on grant budgets and expenditures.
• Collaborating with the Director of Accountability, Assessment & School Improvement regarding
program outcomes.
• Collaborating with Special Education, Student Services, Technology, and school leaders regarding
program implementation.
• Supporting district strategic initiatives through federal funding opportunities. Expected
Outcome: Federal resources support coordinated district improvement efforts.
