Salary Level: Computer Support Specialist (Grade III – IV) 32.97 - 40.66 /hr


SUMMARY

Works closely With Applications Administrator and County departments to determine information technology requirements and monitors computer applications to ensure they are receiving adequate resources and meeting implementation goals. Coordinates I.S. project schedules with County Departments and application vendors, analyzes system change requests, determines resource implications and provides leadership in new initiatives and strategic direction.

Duties may include, but are not limited to the following:

  • Individual~ assigned to this classification are expected to perform independently a wide diversity of complex work activities under infrequent supervision, typically in the form of conferences with Elected Officials/Department Heads to review the information -processing needs of the department and to develop design specifications, project schedules and budgets.
  • Assists in providing analysis and assessment of department needs for outside application software programs.
  • Coordinates the preparation of Request for Proposals (RFP), sets up vendor demonstrations of new software, and coordinates schedules for new system installations.
  • Coordinate with network operations and desktop support personnel regarding application installations, data security, system updates/modifications, and coordinating solutions for computer and application operation problems.
  • •Assist the Applications Administrator and IS Director in development of strategic plans and new initiatives.
  • Evaluate and review new system solutions including application software/hardware selection.
  • Plan, implement, manage, monitor and upgrade the County's website while maintaining appropriate website content aligned to the County's strategy.
  • Coordinate with County departments, assisting with the development, training, configuration and maintenance of individual departmental webpages.

EDUCATION and/or EXPERIENCE

  • Bachelor's degree from an accredited college or university in computer science, management information systems, IT, statistics or a related field is required.
  • Two-years’ experience in technical desktop support at an enterprise-wide level.
  • Demonstrated multidisciplinary communication skills across all levels of an organization, but particularly with business-unit executives.
  • Equivalent combination of education and experience which provide the applicant and the County with the necessary attributes for this position will be considered.

REQUIRED QUALIFICATIONS for Computer Support Specialist Grade III

  • Technical proficiency on the County’s written Tech III exam (minimum score 70%)
  • Technical proficiency on the County’s practical Tech III exam (minimum score 70%)
  • Valid Washington State driver’s license.
  • Criminal history backgrounds check results are a condition of employment. Records will be considered based on the requirements of RCW 9.96A.020, WAC 162-12 and WAC 446-20.


REQUIRED QUALIFICATIONS for Computer Support Specialist Grade IV

  • Meets required qualifications of Computer Support Specialist Grade III
  • Served a minimum of three years as a Computer Support Specialist Grade III
  • Complete a minimum of five (5) professional education courses in the Computer Desktop Support Field in the past three (3) years.
  • Be recommended for advancement by the Director, Information Services Dept

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

  • Basic methods and techniques of providing information technology support, maintenance and administration including areas such as software/hardware installation, troubleshooting and testing.
  • Basic principles of electricity, electronics, telephony systems, data communications and computer programming.
  • Principles and practices of information technology customer service.
  • Routine technical programming and scripting techniques.
  • Basic data organization and access methods in computerized systems.
  • Standard business software tools such as database management, word processing, spreadsheet, e-mail, Internet browser programs.
  • Standard business arithmetic, including percentages and decimals.

Skill in:

  • Using tact, discretion, initiative and moderately independent judgment within established guidelines.
  • Identifying technology related problems and responding to customer requests.
  • Organizing work, setting priorities, meeting critical deadlines and following up on assignments with a minimum of direction.
  • Applying technical knowledge to solve problems or accomplish tasks.
  • Communicating clearly and effectively, both orally and in writing.
  • Preparing clear and concise reports, correspondence and other written materials.
  • Establishing and maintaining effective working relationships within a customer service-oriented environment and with outside agencies.

Ability to:

  • Read, analyze and interpret moderately complex technical information including technical procedures and government regulations.
  • Understand and carry out written and oral instructions with close attention to detail and accuracy.
  • Adapt to and plan for changes in assignment and in the work environment.
  • Work cooperatively and effectively with staff, customers, vendors and the public.
  • Coordinate and perform multiple tasks simultaneously in a consistent and accurate manner.
  • Investigate and evaluate information quickly and accurately and recommend an appropriate course of action.
  • Communicate technical information systems concepts in a timely and understandable fashion to non-technical personnel.
  • Work effectively with subordinates and superiors.
  • Interpret information that includes both abstract and concrete variables.

WORKING CONDITIONS:

Work is primarily performed in an office environment. An occasional presentation of technical and complex information is required. Some work requires to be performed after normal work hours, weekends, holiday and/or on-call work. Frequent local travel and occasional in-state and out-of-state travel required.


Benefits: Employee may choose between 4 different medical insurance plan coverage for themselves and/or their families. The County contributes $950 towards an employee’s medical insurance plan cost per month. Dental coverage paid for employee and family through Washington State Council of County and City Employees Health and Welfare Trust. Option to purchase Dental and Vision coverage for employee and family. Retirement benefits through the Department of Retirement Services. Employee may also enroll in deferred compensation plans. County paid life insurance coverage in the amount of $40,000, with the option for voluntary life insurance and AD&D coverage. County paid Basic LTD coverage (40% up to $4000). The County also provide Life Flight insurance coverage for the employee and eligible household members. Other Compensation: Matching contribution of $50 per month towards employees HRA VEBA plan. Vacation earned at 8 hours per month. Sick leave earned at 8 hours per month. As well as 12 paid holidays per year.
