Incumbent serves as Surveillance Officer for the Steuben County Northeast Indiana Community Corrections Department, responsible for performing administrative duties and monitoring compliance of program rules and special conditions.

DUTIES:

Performs various administrative duties, including interviewing candidates, conducting intakes, providing interview notes to interview committee, keeping supervisor and staff informed of organizational developments, and communicating and administering personnel programs.

Monitors compliance with program rules and special conditions ordered by the court, including making frequent and random home and work visits.

Assists with the pre-inspection process of residence, ensuring standards of appropriate housing are established while under supervision.

Reconciles various reports, including GPS and meeting records, ensuring program compliance.

Assists Case Managers by tracking program compliance regarding GPS tracking and address violations with program participants.

Reads Disciplinary Hearing Board (DHB), Report of Conduct (ROC), and Individual Client Records (ICR) paperwork to participants, including attending DHB meetings as needed.

Ensures all gear, property, and vehicles are properly maintained. Completes various reports, including daily contact and incidents. Assists and responds to participants' crisis that occur in the field and assists Case Managers with compliance issues.

Conducts drug screens and maintains chain of custody.

Tracks vehicle mileage and provides proper documentation for IDOC audits.

Redirects antisocial attitudes and beliefs and affirms prosocial attitudes and beliefs.

Testifies in legal proceedings and court as required.

Attends executive team meetings as required.

Performs related duties as assigned.

I.   JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or HSE with previous experience in working with participants, Criminal Justice, or Law Enforcement background preferred.

Ability to meet all hiring and retention requirements, including passage of a background check.

Possession of and/or ability to obtain ILEA firearms qualifications, and 40-hour ILEA Pre-Basic Course qualifications.

Must not have prior felony arrests and/or convictions.

Working knowledge of policy and procedures and basic understanding and training of all programs at Community Corrections. 

Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, email, internet, and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare correspondence and reports.

Working knowledge of standard filing systems and ability to create and maintain accurate and organized files and records.

Ability to properly operate standard office equipment, including computer, calculator, scanner, printer, and telephone.

Ability to understand, memorize, retain, and carry out written and oral instructions and present findings in oral or written form.

Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.

Ability to properly maintain Department gear, property, and vehicles.

Ability to monitor compliance with program rules, including GPS tracking, conducting drug screening, and performing pre-inspections. 

Ability to effectively listen, comprehend, and communicate orally and in writing with co-workers, other County departments, program participants, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, work rapidly for long periods, occasionally under time pressure and amidst frequent distractions and interruptions.

Ability to testify in legal proceedings and court as required.

Ability to participate in on-call rotation and answer calls on 24-hour basis.

Possession of a valid driver's license with demonstrated safe driving record.  

II.   RESPONSIBILITY

Incumbent performs recurring duties according to well-established Department policies and procedures, with work priorities primarily determined by supervisor. Incumbent selects applicable methods to take authoritative action in response to situational demands. Incumbent's work is primarily reviewed through direct observation by supervisor for compliance with Department policies and procedures. Errors in decisions or work are usually prevented through procedural safeguards, are detected by supervisory review, and may lead to endangerment of self and/or others.

III.   PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent communication with co-workers, other County departments, program participants, and the public for the purpose of exchanging information and rendering service.

Incumbent reports directly to Surveillance Lead.

IV.   PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, in the field, in residence and worksites, involving sitting/walking at will, sitting for long periods, keyboarding, driving, lifting/carrying objects weighing less than 25 pounds, close/far vision, speaking clearly, handling/grasping/fingering objects, and hearing sounds/communication.

Incumbent is required to participate in on-call rotation and answer calls on 24-hour basis.
