Incumbent serves as Building Manager for Steuben County and is responsible for overseeing and performing maintenance and cleaning duties at assigned building and grounds.
Duties:
May supervise and direct assigned personnel, including making work assignments and providing corrective instruction.
Maintains floors, including dust mopping and wet mopping, stripping, preparing and waxing floors, and vacuuming carpets as needed.
Cleans all assigned areas, such as offices, closets, meeting rooms, hallways, stair wells, entrances, elevators and break areas, including, but not limited to, dusting, polishing furniture, doors, benches and woodwork, cleaning floor mats, washing blinds, and windows.
Cleans assigned bathrooms including, but not limited to, checking and refilling paper products and soap dispensers, washing walls and mirrors, sweeping and mopping floors and emptying trash cans.
Empties trash cans daily, including carrying trash to pick-up site, inserting clean liners and cleaning trash cans as needed.
Maintains water heaters and HVAC equipment, including changing filters, checking gauges and dials, making minor repairs, and having major repairs fixed by contractor.
Maintains grounds, including picking up litter daily, clearing walkways and parking lots, spreading salt and shoveling or sweeping snow, mowing lawn, trimming and removing tree limbs, and removing leaves.
Performs carpentry, including painting and patching walls, caulking windows, repairing furniture, building bookshelves and picture frames. Completes minor plumbing repairs, including replacing faucets, unclogging toilets, and repairing leaks. Changes light bulbs and makes minor electrical repairs and replaces light fixtures.
Supervises Community Service workers as assigned, including making and ensuring proper completion of work assignments.
Moves office furniture to arrange as requested or to maintain floors as needed.
Drives county vehicle to pick up supplies and equipment or to assist in delivering large items for other County personnel as requested.
Assists with duties of other Building Manger positions in their absence or as assigned. Performs related duties as assigned.
SKILLS AND KNOWLEDGE
High school diploma or HSE preferred.
Possession of or ability to obtain and maintain required OSHA certifications.
Working knowledge of and ability to make practical application of basic janitorial and sanitation requirements for assigned areas of responsibility.
Working knowledge of applicable safety practices and procedures with ability to take proper precautions and assure safety of self, co-workers, County personnel, and visitors.
Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare written reports as required.
Ability to provide public access to or maintain confidentiality of Department information and records according to State requirements.
Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to effectively communicate with co-workers, other County personnel, contractors, Community Service workers, visitors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to follow verbal instructions, prepare time sheets, and read and understand work orders and product labels.
Ability to operate all assigned tools and equipment, including mops, brooms, vacuum cleaners, hammer, screw drivers and pipe wrenches. Ability to operate various power tools and machinery, including lawn tractors/mowers, circular saw, table saw, grinder, hedge clippers.
Ability to perform work on a ladder at various heights and comply with all safety requirements.
Ability to physically perform the essential duties of the position, including exerting sustained physical effort, bending, stooping, crouching, stretching, handling objects, prolonged standing/walking, climbing ladders, lifting/carrying objects weighing more than 50 pounds.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to work alone and with others in a team environment with minimum supervision.
Ability to occasionally work extended hours and occasionally respond to emergencies on a 24- hour basis.
Possession of a valid driver's license and demonstrated safe driving record.
RESPONSIBILITY:
Incumbent works according to a flexible, customary routine with priorities primarily determined by service needs for assigned facilities. Incumbent's work is reviewed through random checks, referring to supervisor unusual situations, such as major repairs needs. Errors in work are usually prevented through standard safety procedures and are detected through notification from other departments or the public.
Incumbent reports directly to Facilities/Maintenance Superintendent.
PHYSICAL EFFORT:
Incumbent's duties involve lifting/carrying items weighing more than 50 pounds, sustained physical effort, bending, stooping, crouching, stretching, prolonged standing/walking, climbing ladders, driving, keyboarding, hearing sounds/communications, and handling/fingering objects. Although incumbent's work requires sustained physical effort, intense physical strain is not usually associated with normal operations.
WORK CONDITIONS:
Incumbent performs a majority of duties in the courthouse and outdoors, with exposure to dust, slippery surfaces, adverse weather conditions, moving parts, power tools, machinery and potentially hazardous cleaning materials. Incumbent periodically works on high ladders. Safety precautions must be followed at all times to avoid injury to self and others.
Incumbent is occasionally required to work extended hours and occasionally required to respond to emergencies on a 24-hour basis.
