DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for applying the principles of behavioral sciences in public health programs to foster the voluntary adaptation of behavior to improve or maintain personal and community health. The work is carried out in accordance with standard, well established public health education techniques and procedures as recommended by the New York State Department of Health and involves planning, directing, developing, administering and evaluating the public health education service in relation to the total program; serving as a consultant to other public health personnel; and coordinating the educational services with those of related agencies. Work is performed under direct supervision of the Director of Patient Services/Public Health Director, with some leeway allowed the incumbent for the exercise of independent judgment in planning and carrying out public health education activities within the established guidelines. Supervision of subordinate employees is usually not a feature of this class of positions. Does related work as required.

TYPICAL WORK ACTIVITIES:

Plans and conducts in-service training seminars for school teachers and community outreach personnel to orient them to and provide them with health practices to eliminate risk factors associated with preventable injuries, illnesses and deaths;

Plans and conducts workshops among populations at risk aimed at improving their level of health information and awareness, motivating them toward positive health habits, and eliminating high risk injury and illness factors;

Prepares and distributes health education materials including curricula, pamphlets, posters, exhibits and audio-visual presentations;

Plans and conducts health education programs for department staff members;

Performs data collection and survey work for use in health education activities and prepares and utilizes behavioral risk survey forms;

Participates in data collection, survey work and workshops;

Prepares reports regarding activities, participates in staff meetings as required, and prepares and maintains a variety of records and reports regarding health education matters and activities;

Assists in planning, implementing and evaluating nursing programs and in the orientation of new staff members;

Assists in quality assurance activities for the department, especially in the area of public health education programs.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Good knowledge of the principles, practices and techniques of public health education; good knowledge of community organization work; good knowledge of the mechanics of planning and conducting seminars and workshops; working knowledge of epidemiology, data collection and behavioral and attitudinal surveys; skill in education techniques and methods of communication; ability to prepare health education materials, including curricula, pamphlets, exhibits, and audio-visual presentations; ability to establish and maintain effective relations with community agencies and a wide variety of officials, individuals and groups; ability to survey public health education needs; ability to evaluate effectiveness of program; ability to prepare activity reports; good judgment; initiative; resourcefulness; integrity; tact; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

Graduation from high school or possession of an equivalency diploma and either:

(a)

Graduation from a regionally accredited or New York State registered college or university with a Masters’ degree in Public Health, Public Administration, Healthcare Administration, Business Administration, Education, Nursing, or closely related field. Or;

(b)

Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor’s Degree in Public Health, Public Administration, Healthcare Administration, Business Administration, Education, Licensed Registered Professional Nursing, or closely related field and two years of experience working in Public Health / health education programs that include quality improvement and quality assurance or worksite wellness.

SPECIAL REQUIREMENT(S)

Possession of a valid New York State Driver’s license is required at time of appointment and must be maintained on a continuous basis throughout the term of appointment.

NOTE: Only members of this bargaining unit have preference for these positions.
