Sterling Ranch is one of Colorado’s most prominent master-planned communities, recognized for its long-range vision, sustainability, open space, and high-quality community design.
The Sterling Ranch Community Authority Board (CAB) is a political subdivision and public corporation of the State of Colorado. CAB oversees the planning, financing, acquisition, operation, and maintenance of public improvements and services within Sterling Ranch and also serves as the retail water and sewer provider for the community. CAB is governed by a board of directors appointed by Sterling Ranch Metropolitan Districts Nos. 1–7.
POSITION OVERVIEW
The General Counsel serves as a senior strategic advisor to the General Manager, boards, and organizational leadership. This executive role provides guidance on complex legal, regulatory, governance, operational, and public policy matters while leading legal strategy across contracts, compliance, utilities, land use, procurement, employment, and public finance.
Key Responsibilities
- Serve as the chief legal and strategic advisor to the CAB, Districts, and executive leadership
- Lead legal strategy and negotiations for major contracts, real estate, and development initiatives
- Represent the organization in matters involving county, regional, and public agency partners
- Provide executive counsel on governance, compliance, utilities, procurement, employment, and public finance
- Direct legal risk management, outside counsel, and related legal resources
- Partner with senior leadership on high-impact institutional and strategic priorities
QUALIFICATIONS
- J.D. from an ABA-accredited law school
- Active membership in good standing with the Colorado Bar
- Minimum of five years of progressively responsible local government legal experience, including Title 32
- Demonstrated experience in real estate, construction, public works, or master-planned community matters preferred
- Valid Colorado driver’s license and safe driving record
Preferred Experience
- Executive-level experience advising special districts, public entities, or master-planned communities
- Experience supporting public finance transactions or bond issuances
KNOWLEDGE, SKILLS AND ABILITIES
Core Skills
- Deep knowledge of Colorado special district and local government law
- Exceptional drafting, negotiation, research, and strategic advisory skills
- Broad experience across contracts, governance, compliance, procurement, and development matters
- Executive presence, sound judgment, and the ability to guide complex decision-making
- Proven ability to build trusted relationships with boards, leadership, staff, and public partners
- Familiarity with public finance and bond-related legal matters
MATERIALS AND EQUIPMENT USED
Standard office and digital equipment are used in this role, and local travel may be required.

This is an in-person leadership role based in a professional office environment with regular engagement with boards, executive leadership, staff, consultants, and public stakeholders.
