Overview
Stelic is seeking a Construction and Design Manager to serve as the dedicated full-time on-site representative responsible for project cost, schedule, risk, stakeholder coordination, value engineering, decision tracking, budget reporting, and Integrated Master Schedule (IMS) management throughout project delivery.
The Construction and Design Manager coordinates activities among government stakeholders, design teams, consultants, contractors, and other project participants and supports project execution through planning, design, procurement, construction, commissioning, occupancy, and closeout.

Responsibilities
Project Management
- Serve as the dedicated full-time Construction and Design Manager assigned to CBP National Place projects.
- Maintain on-site presence at CBP National Place offices.
- Manage project planning, execution, monitoring, and closeout activities.
- Serve as the primary point of contact for project coordination activities.
- Monitor project progress against approved scope, schedule, and budget.
- Identify and document potential cost impacts.
- Develop and maintain project cost estimates and forecasts.
- Evaluate budget impacts associated with project changes, risks, and schedule adjustments.
- Provide cost estimate updates and budget status reports.
- Document and communicate budget implications of project decisions.
- Identify, assess, document, and monitor project risks.
- Maintain project risk registers and mitigation plans.
- Track risk impacts on project scope, cost, schedule, and operations.
- Develop and evaluate value engineering alternatives.
- Assess impacts of proposed alternatives on project scope, schedule, cost, and operational requirements.
- Document recommendations and supporting analyses.
- Develop, maintain, and update the IMS.
- Track project milestones, critical path activities, and schedule dependencies.
- Coordinate schedule updates among project participants.
- Identify schedule impacts and recovery actions.
- Coordinate activities among project stakeholders and design disciplines.
- Support coordination among architectural, civil, structural, mechanical, electrical, plumbing, telecommunications, security, fire protection, and specialty design teams.
- Conduct project meetings and document actions and decisions.
- Maintain decision logs, assumption registers, action item trackers, and change documentation.
- Document project decisions, assumptions, approvals, and outstanding issues.
- Maintain project records in accordance with project requirements.
- Prepare project status reports.
- Maintain project dashboards, cost reports, schedule reports, risk registers, and action item logs.
- Provide project status updates to stakeholders.
- Support project execution through all project phases.
- Monitor compliance with contract requirements, applicable standards, and agency requirements.
- Support quality assurance and quality control activities.
- Track and coordinate resolution of project issues.
- Bachelor's degree in Construction Management, Engineering, Architecture, Project Management, or a related field.
- Minimum seven years of experience managing construction, facility, infrastructure, or capital improvement projects.
- Experience managing project budgets, schedules, risks, and multidisciplinary teams.
- Experience developing and maintaining Integrated Master Schedules.
- Proficiency with project management, scheduling, and cost-control software, specifically Primavera P6 and Microsoft Project.
- Written and verbal communication skills.
- Project Management Professional (PMP) certification.
- Experience supporting federal government construction or facility programs.
- Knowledge of CBP, DHS, GSA, or other federal project delivery processes.
- Experience with value engineering and project controls.
- Experience supporting secure federal facilities, border infrastructure, law enforcement facilities, or other controlled-access environments.
