What are the responsibilities and job description for the Technical Clerk I position at STEELE COUNTY?
POSITION SUMMARY:
Under the general direction of the Property Tax & Elections Director, the Technical Clerk I is responsible for assisting with countywide drainage ditch documentation and administration. Processing and maintaining various license applications and renewals. Supporting others within the department which may include: property tax administration; preparing delinquent tax listings, notices, and letters to delinquent property owners and filing with district court. Assisting with countywide election duties like handling the distribution of election ballots and supplies; assisting voters with questions, registrations, and absentee voting; testing ballot tabulators and voting machines; and performing other general election and post-election duties.
ESSENTIAL JOB DUTIES:
· Prepares and distributes correspondence, reports, and other documents as assigned by Property Tax & Elections Director and other department staff.
· Perform record keeping of county ditch data & maintaining ditch maps and files.
· Assists with drainage ditch system petitions, billings, and assessments.
· Managing invoices and bills for ditch maintenance and improvement projects
· Processes and maintains various license applications and renewals (i.e. hard liquor, beer, tobacco, body art, etc.) for submission to County Board for approval.
· Inputs candidate information and campaign finance reports into system.
· Assists in entering registration voter cards into MN Voter Registration System
· Tests ballot tabulators and voting machines.
· Assists in preparing election related instructional manuals, forms, publications, notices, and updating county election website.
· Ensures voters and addresses are located in correct precincts through plat review and mapping of district boundaries.
· Responds to questions from election judges, staff, and public regarding election administration on candidate filing, election procedures, and voter and polling information.
· Assist with completing post-election reporting, canvas report preparation, reviews/audits, data entry and file uploads, recounts, issuance of election certificates, and record retention.
· May have to collect, post, balance, and cashier the receipts of delinquent tax payment and other monies from both the public and other departments.
· Providing support for a variety of land transaction documents like warranty deeds, quit claim deeds, property splits, affidavits and plats ensuring accuracy of legal description before preparing required certifications before document recording.
· Greets and directs the public in person, by telephone and email. Provides information, research and provides answers and/or directs to the appropriate resources or staff member on a variety of issues related to elections, drainage ditches, property taxes, legal descriptions, and licensing.
