Job Title: Director of Finance and Operations
Position Summary: The Director of Finance and Operations serves as the district Business Manager and is responsible for directing, supervising, and managing all financial management, budget, general accounting, financial reporting, and grant management activities and practices for the district. Performs long and short-range planning, oversees special projects, coordinates bond and tax collection. Partners with Shared Service Provider to ensure payroll and accounts payable transactions are properly processed.
Duties and Responsibilities:
Financial and Budget Management
- Plans, develops, implements and evaluates annual operating budgets including monitoring reports.
- Supervises, directs, and evaluates activities, including budgeting, accounting, and investments.
- Communicates with stakeholders and the board regarding budgets, staffing, expenditures and other financial data. Participates in regular, committee, and executive board meetings and serves as the Board Treasurer.
- In collaboration with the district's shared service provider, maintain district records regarding employee salaries, retirement, social security, withholding taxes, wage taxes and insurance.
- Responsible for ensuring the assets of the district are properly safeguarded, managed, and accounted for and responsible for managing the recording of all financial transactions within the district to include payroll, accounts payable, investment of financial assets and oversight of all cash management activities.
- Responsible for initiating and implementing sound management practices to manage and direct the accounting, accounts payable, investment and payroll functions.
- Responsible for the preparation of all financial statements, reporting and projection of balances and other necessary reports for submission to management, board, and other regulatory and advisory agencies.
- Participates in planning, development, and implementation of capital budgets, including debt management, and monitoring reports.
- Oversees the district's tax collection program.
- Serves as a member of the district negotiation team including preparing materials and reports to address individual and group problems related to duties, salary, working conditions, benefits, policies and procedures of non-instructional personnel, and provides guidance and information in connection with employment of severance from service.
- In accordance with the requirements of the programs in which they are employed, coordinate the student, workers' compensation, liability, automobile, and property insurance.
- Maintains and oversees district contracts with vendors.
- Prepares monthly and annual financial records and reports for the board. Prepares certified budget as well as line-item budget.
- Performs personnel evaluations, employee training and development, and other supervisory functions.
Purchasing
- Coordinates the purchase, maintenance, and inventory of all supplies and equipment for offices and instructions to take advantage of bidding, cooperative, and bulk purchase, based upon requisition specifications.
- Develops and administers a program for securing contracted services.
- Directs the purchase, by competitive bidding, informal quotations, and negotiation, of items of supply, and equipment, and contracted services necessary for the operation of the school district.
- Reviews or prepares bidding documents, including notice to bidders, instruction to bidders, specifications and the form of proposal.
- Develops a fixed asset inventory for insurance and control purposes.
Program Management
- Administer, through the Food Services Manager, the school lunch program and cafeteria services.
- In collaboration with the Federal Programs Coordinator, oversees the district's Federal Programs to include securing special grants from governmental agencies or other external sources to improve the quality of instruction, pupil person, and human services rendered by the district. Coordinates grant programs with the designated program or project directors.
Required Qualifications:
- Bachelor's degree in business administration, finance, or accounting
- Minimum of five years of direct relevant experience
- Strong knowledge of financial accounting and experience managing large operating budgets.
- Demonstrated management and leadership skills.
- Strong project and time management skills; ability to effectively backwards plan, juggle multiple priorities with great attention to detail, and deliver consistent and timely results.
- Strong systems thinker, builder, and planner.
- Sense of humility, customer service mindset and ability to proactively solve problems and make decisions quickly.
- Team player with strong interpersonal and stakeholder management and relationship building skills.

Preferred Qualifications:
- Prior experience as a school administrator/business manager
- Experience with Tyler School ERP

Position Schedule: This is a full-time, 12 month position. Days and hours of work are Monday through Friday and hours are dependent on the needs of the district (typically 7-3 or 8-4). Occasional evening and/or weekend work may be required as job duties demand.
Pay: $90, $120,000.00 per year
