Job Summary
We are seeking an experienced Senior GIS Utility Consultant to support the Bureau of Indian Affairs (BIA), San Carlos Irrigation Project (SCIP). This role provides daily consulting services focused on the maintenance, enhancement, and integration of an enterprise electric utility GIS environment supporting power system operations, engineering, asset management, and field data collection.
The ideal candidate brings deep expertise in Esri ArcGIS Pro, electric utility GIS data models, GPS field data collection, and electrical system design, with the ability to collaborate across engineering, operations, environmental, and cultural resource teams.
This is a mission-critical, hands-on role supporting infrastructure reliability and modernization efforts.
Key Responsibilities
GIS & Utility System Support
- Maintain and update an electric utility GIS system, including daily support for power system modifications.
- Collect and validate field data using Trimble GPS units and integrate results into GIS databases.
- Provide daily technical assistance and consulting to SCIP personnel on GIS tools and workflows.
Data Management & Integration
- Add, edit, and manage data within an Esri GIS database utilizing an electric utility data model.
- Perform quality assurance and quality control (QA/QC) to ensure data accuracy, standardization, and integrity.
- Integrate GIS data with other SCIP information systems including:
- Irrigation System O&M
- Cultural and Environmental Studies
- Power Line Design
- Engineering Analysis
- Power System Dispatch
Analysis & Field Verification
- Analyze and evaluate SCIP electrical system facilities using GPS-collected data stored in GIS.
- Generate new or verify existing mapped information through standard field sampling and electrical data collection.
System Design & Administration
- Design, develop, and manage the GIS database and database management systems.
- Provide ongoing maintenance of GIS interfaces with hardware and software systems including:
- GPS units
- Data collectors
- PCs
- Printers and plotters
Software & Data Architecture
- Assist management with software and database integration across departments.
- Modify or adapt standard software solutions to meet program needs when required.
- Develop and maintain:
- GPS data dictionaries
- Spatial data inventories
- Cross-system linkages to ensure data compatibility
Cartography & Asset Management
- Apply correct geographic and cartographic principles to database design, analysis, and map production.
- Produce both draft and presentation-quality digital and hardcopy GIS products.
- Maintain a system-wide inventory of SCIP electrical assets, adhering to GIS industry standards.
- Ensure all GIS data by circuit is delivered in ESRI format using required coordinate systems and projections.
Required Qualifications
- Bachelor's degree in Geographic Information Systems, Geography, Engineering, or a related field (Master's preferred).
- 5 years of professional experience supporting electric utility GIS systems.
- Advanced experience with Esri ArcGIS Pro and enterprise GIS environments.
- Hands-on experience with GPS field data collection, preferably Trimble units.
- Strong knowledge of electrical utility infrastructure and design concepts.
- Demonstrated experience integrating GIS with engineering and operational systems.
- Ability to work onsite and travel throughout the SCIP-PD service area.
Preferred Qualifications
- Experience supporting federal, tribal, or public utility organizations.
- Familiarity with electric utility data models (e.g., Esri Utility Network or similar).
- Experience with asset management systems and infrastructure inventories.
- Strong documentation, communication, and stakeholder coordination skills.

Pay: $75, $85,000.00 per year
