The Los Angeles Regional Water Quality Control Board has an opening for a Senior Engineering Geologist (Supervisory) in the Coastal Unit under the Underground Storage Tank Section and Oil and Gas Program. The position is located at 320 West 4th Street Suite 200, Los Angeles, California in the heart of downtown right across from the Metro subway station and other public transportation.

The Underground Storage Tank Section deals with subsurface investigation and corrective action for various industrial and commercial sites with underground storage tanks. Oil and Gas Program monitors and evaluates potential impacts to groundwater from well stimulation activities, enhanced oil recovery activities as part of the underground injection control program and produced water ponds. This work Daily proficient utilization of office equipment and the Microsoft Office Suite is required.

The Senior Engineering Geologist (SEG) is responsible for supervising the staff in Coastal Unit under the Underground Storage Tank Section and Oil and Gas Program. In this capacity, the SEG will:

  • Direct unit staff members who manage cases and projects in the Underground Storage Tank/Oil and Gas Program related to investigation, cleanup of toxics pollutants in the environment, monitor, evaluate, and support management of the Underground Storage Tank Section and Oil and Gas Program. Assign, monitor, and review staff work to assure achievement of Water Board policies and practices.
  • Oversee and evaluate groundwater monitoring and reporting programs and closure plans; prepare reports and recommendations to ensure compliance or to support enforcement actions. Oversee and evaluate initial site assessment results and issuance of letters or orders to dischargers regarding determination of need for remedial investigation and cleanup. Coordinate and respond to spill responses. Oversee interpretations, identifications and analyses of geologic materials, aquifer systems, hydrogeologic data, etc.
  • Participate in public hearings and workshops; provide customer service to stakeholders; prepare written technical reports documenting the results of unit activities; meet with staff of State Board and other agencies, the media, and the public to convey information on the activities and results of investigations.
  • Evaluate and approve hazardous site inspection plans related to employees’ health and safety; act as an expert witness in Regional Board enforcement cases and court actions; make presentations to the Regional Board at public hearings; develop programs and budget information. Perform administrative duties as a first-line supervisor. Conduct annual staff reviews and prepare probationary reports.

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

  • Experience with project management oversight or regulatory compliance.
  • Experience with environmental investigation, sampling field work, evaluations of drilling, operations, and abandonment projects, and remediations.
