GENERAL DESCRIPTION:

Provide support for the Hearing Examiners (Quasi-Judicial Officers) in the agency by using knowledge of the legal system and legal procedures in performing a variety of tasks that include researching legal materials/documents and preparing and assisting in drafting legal documents. This position also applies legal reasoning in the analysis of case law, administrative rules, and Wyoming Statutes.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Draft legal documents and correspondence; assist Hearing Examiners in drafting complex orders and decisions.
  • Perform investigative and legal research, including internet and Westlaw retrieval of pertinent materials; compile information necessary for reports and case development.
  • Proofread legal documents and decisions; know and use the proper citation for case law and other authorities listed in the Bluebook of Citation; verify citations in legal memoranda and decisions.
  • Function as a liaison between Hearing Examiners and the attorneys/litigants/witnesses appearing before the Hearing Examiners.
  • Schedule and calendar status conferences, prehearing, and hearings.
  • Maintain and organize case files; track appeals; maintain database; track and calendar deadlines to move cases forward and meet procedural requirements.
  • Assist with day-to-day operations, projects, and functions of the office; assist with the administration of established strategies and goals.
  • Trains and backs up other OAH staff.
  • Consistently demonstrate analytical ability, administrative skills, ingenuity, and independent judgment in their area.

Qualifications



PREFERENCES:

Preference may be given to applicants who have experience in a law office or court.

KNOWLEDGE:


  • Knowledge of legal concepts, terminology, principles, and procedures.
  • Knowledge of administrative law, terminology, principles, and procedures.
  • Knowledge of the use of legal reference material and legal research.
  • Knowledge of state and federal court policies and procedures.
  • Knowledge of government and legislative processes.
  • Knowledge of Wyoming Statutes and agency mission goals, policies, and procedures.
  • Knowledge of Microsoft Word, Excel, and Access.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (Typically in Legal Studies/Paralegal)
Experience:
0-1 year of progressive work experience in (Legal Studies/Paralegal)
OR
Education & Experience Substitution:
3-4 years of progressive work experience in (Legal Studies/Paralegal)

PHYSICAL WORKING CONDITIONS:


  • Typically, the employee may sit comfortably to perform the work;
  • There may be some walking, standing, bending, carrying light to heavy items, etc.
