GENERAL DESCRIPTION:
The Wyoming State Board of Nursing (WSBN) is seeking a candidate to provide high-quality executive and administrative support. The successful candidate will be self-directed, with strong fiscal, office support, and interpersonal skills, who can balance multiple priorities. This position is responsible for the coordination of accounts payable/receivable; fiscal/budgetary planning and tracking; development and oversight of contracts; purchasing; public records requests; and general office administration duties. A significant part of this position includes coordination of regular board meetings, which requires documentation of minutes, organizing Board travel, and oversight of administrative hearings.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
- Assist the Executive Director with all functions related to board meetings, including meeting preparation, material production (development and posting of agendas), meeting space reservations and scheduling, follow-up with vendors, expense vouchers, and travel arrangements.
- Prepare, distribute, track, and post Board meeting minutes and other meeting minutes as assigned, e.g., Executive Session, Legislative, Practice and Education, Application Review, staff, and department.
- Administrative assistant and Board liaison: Daily sorting and delivering of mail; phone coverage for all departments as needed or directed by the executive director (ED); the “face” of WSBN, greeting individuals who enter the agency
- Compiles, analyzes, and develops biennial and supplemental budgets, as well as the annual closure of the budget.
- Track Wyoming legislature bills/actions which may affect nursing education, practice, licensure, discipline, and other nursing regulation components.
- Make recommendations on fiscal planning and analysis for the Board by monitoring budgets and utilizing spreadsheets and database programs to compile and analyze data.
- Responsible for the coordination of accounts payable/receivable; fiscal/budgetary planning and tracking; assistance with development and oversight of contracts; purchasing; public records requests and general office administration duties, including, but not limited to, daily sorting and delivering of mail; phone coverage and the “face” of WSBN – greeting all individuals who enter the agency
- Monitors fiscal documentation such as travel vouchers, expense vouchers, accounting of state purchase cards, and requisitions
- Prepares detailed reports and participates in drafting policies and procedures, Rules/Regulations revisions, annual reports, cost/benefit analysis, strategic planning, and special projects.
- Purchasing Agent for WSBN includes ordering, receiving, and paying for all supplies, equipment, software, etc.
- Creates contracts for agency purchases; amends existing contracts; renews contracts and tracks all contracts via Cobblestone.
- Receive, track, and complete Public Records Requests and Mailing List Requests in accordance with office and State of Wyoming statutes and policies.
- Facilitate communication and preparation related to administrative hearings.
- Track Wyoming legislature bills/actions which may affect nursing education, practice, licensure, discipline, and other nursing regulation components.
- Coordinates continuing education for customer service, all Microsoft programs, WOLFS, Access, Supervisory/Administrative training, employee training, etc.
- Oversees all aspects of the WSBN staff wellness program.
- Update WSBN website and Facebook page as needed or directed by PE Consultant/Executive Director.
- Draft and distribute communications for the agency via the WSBN Admin email account as directed by the PE Consultant/Executive Director.
- Assist in editing and distributing the WSBN e-publication, The Paintbrush.
- Coordinates and communicates with out-of-state nursing programs to approve clinical requests.
- Assemble and track annual education reports and NCLEX first-time pass rate scores for all approved nursing education programs.

- Accounting and budget process and management, ideally with a knowledge of WOLFS and iBars.
