Introduction

Sand Ridge Secure Treatment Center (SRSTC) within the Department of Health Services (DHS) is hiring an Offender Records Supervisor. This position will typically work between 7:00am and 5:00pm from Monday to Friday.

SRSTC opened in 2001 and provides care and treatment for several different patient populations. The center houses Wisconsin’s Sexually Violent Persons Program, provides care and treatment for persons found not guilty by reasons of mental disease or mental defect, and provides court ordered treatment, testing, and education to patients found not competent to stand trial. SRSTC is a 500-bed treatment facility and is part of the Division of Care and Treatment Services (DCTS). Watch this video to learn more about the work of DCTS.

Position Summary

As an Offender Records Supervisor, you will be responsible for the following Duties:

  • Directing the operations of the Admissions Office, Records Department, Program Support Services Department, and Litigation Services.
  • Serving as the Records Custodian for SRSTC.
  • Providing supervision to Offender Records Associates.
  • Serving as a resource to SRSTC Director and Deputy Director, judges, attorneys, state agencies (including DHS, Department of Corrections [DOC], and Department of Justice [DOJ]), and the SRSTC treatment and professional staff concerning legal aspects of admission, treatment, and subsequent release of patients and interpretation/administration of Wisconsin State Statutes, Chapters 980, 971, 975, 51, and 55 with related records and billing issues.
  • Serving as SRSTC’s Health Insurance Portability and Accountability Act (HIPAA) Privacy Officer and Forms Manager.
  • Assuring compliance with state and federal regulations on the reporting system for patient care, as well as privacy and security of patients’ protected health information.
  • In coordination with the IS Supervisor, planning, analyzing, evaluating, and implementing improvements in the SRSTC patient information systems.
  • Informing the SRSTC administrative and clinical leadership of changing legal/documentation standards and oversees the implementation of corrective actions in response to identified problems.

Salary Information

The starting pay is between $30.00 and $33.45 per hour (approximately between $62,400 and $69,600 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is in pay schedule and range 81/04.

Job Details

All appointees will be required to receive a TB test, which will be administered by SRSTC or medical personnel approved by the facility after their start date.

All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience working in a secure facility.
  • Experience supervising subordinate staff or acting as a lead worker.
  • Experience, education, training, or skills in record keeping, including proficiency in computer-based record systems (e.g. SVPIS, Electronic Health Record Software, etc.) and experience creating reports for tracking purposes.

Well-qualified applicants will also have one or more of the following:

  • Experience working with the Wisconsin court systems.
  • Experience working with or extensive knowledge of Wis. Chapter 980 and 971.
  • Experience managing a department within state government.
