The DOJ, Division of Criminal Investigation (DCI) is charged with a purely criminal investigative mission and function. DCI employs Special Agents who are sworn law enforcement officers possessing statewide jurisdiction and charged with the responsibility of enforcing the laws of the State of Wisconsin. DCI has a primary responsibility of investigating crimes that are statewide in nature or importance. DCI Special Agents and non-sworn employees work closely with local, county, tribal, state and federal officials to investigate and prosecute crimes involving homicide, arson, financial crimes, illegal gaming, multi-jurisdictional crimes, drug trafficking, computer crimes, homeland security, public integrity and government corruption as well as crimes against children. DCI also performs special investigations requested by the Governor or the Legislature. In addition, the Division provides extensive training to local, state and federal officers on current issues in law enforcement.

Position Summary

DCI is recruiting for two highly motivated and talented Digital Evidence Specialists (Criminal Analyst) to join our Digital Evidence Section of the Human Trafficking and Internet Crimes Against Children Bureau. One of these positions will be headquartered in the DCI Eau Claire Field Office and the other position will be headquartered in the DCI Milwaukee Field Office. Digital Evidence Specialists provide assistance in digital forensics analytical case support, electronic media analysis, and information sharing services within the division and to state, federal, and local law enforcement. These positions are also responsible for attaining working knowledge in a variety of assignments which may include digital forensics software systems, forensic analytical techniques, hardware/software, and information systems. The analytical case support provided may be for digital forensics case analysis, field or tactical response support, strategic or information analysis, and law enforcement program support.

Salary Information

The Digital Evidence Specialist (Criminal Analyst-Entry) position is in pay schedule 07 and pay range 04. The starting pay will be between $33.00 and $35.06/hour.

The Digital Evidence Specialist (Criminal Analyst-Senior) position is in pay schedule 07 and pay range 03. The starting pay will be between $37.00 and $41.00/hour.

Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan effective at the time of hire. A 12-month probationary period may be required.

Job Details

Special Requirements

  • Occasional in-state travel to other agencies and meetings including court appearances is required. Must be eligible to drive when required for travel.
  • Travel to conduct digital forensics analysis in the field for the purpose of identifying and recovering digital evidence is a requirement, which may expose the analyst to dangerous situations.
  • The analyst may occasionally be required to work in the early morning, evening, and weekends. Occasional overnight stays may also be required.
  • This position must testify in an effective manner as an expert concerning the analysis performed and the results and conclusions drawn. Testifying in an effective manner requires remaining free of Brady or Giglio obligations.

These positions may be eligible for periodic remote work following an initial training period, including reporting on multiple consecutive workdays to the assigned headquarters as needed. Travel to the headquarters is not eligible for travel reimbursement. High speed internet access is required to meet the needs of remote work.

The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

An extensive background check, including fingerprints, drug screening and psychological evaluation will be completed on all DCI applicants prior to selection.

Qualifications

Minimally qualified applicants must have education, training and/or professional work experience in the following areas:

  • Utilizing an industry-standard tool (e.g., X-Ways, EnCase, FTK, Cellebrite, Magnet AXIOM, etc.).
  • Conducting digital forensic examination activities.
  • Analyzing large and/or complex datasets.

In addition to the minimum qualifications, a well-qualified applicant will also have a combination of the following professional work experience:

  • Performing digital forensic examination activities in support of criminal investigations.
  • Providing expert witness testimony in a court proceeding.
  • Producing high-quality written work products that represent complex technical matters clearly and concisely.
