The Division of Management Services, Office of Records Management is recruiting to fill a HIPAA/Privacy Officer (Program & Policy Analyst Advanced) position. This position is based out of the DOC central office in Madison, WI.

Position Summary


This position provides guidance in the analysis, planning, implementation, coordination, monitoring and evaluation of the DOC’s Privacy Program. Responsibilities include overseeing day-to-day operations of the program and monitoring policies, procedures and practices to ensure the DOC properly manages confidential information. Within the scope of the Privacy Program, this position also serves as the DOC Health Insurance Portability and Accountability Act (HIPAA) Privacy Compliance Officer, overseeing the department’s compliance with federal and Wisconsin confidentiality laws pertaining to DOC protected health information (PHI).

This position may have regular high-level contacts and interactions with DOC managers and administrators as well as third parties who play a role in DOC’s mission pertaining to privacy related issues. The position works closely with DOC legal counsel on privacy issues, including responding to suspected or actual breaches of confidential information, and with security personnel in the Bureau of Technology Management (BTM) on matters involving privacy, information security, cybersecurity, and joint educational efforts that support privacy goals.

Salary Information


This position is in pay schedule and range 07-03 with a starting pay of $58718 - $96907 per year, plus excellent benefits. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A 12-month probationary period is required.

Job Details


Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without DOC sponsorship) at the time of application.

The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency of employment.

NOTE: This position is eligible to work remotely up to 3 days per week.

Qualifications


The qualifications listed below will be evaluated in the first step of the selection process and must be clearly described in the letter of qualifications and resume:

Minimally qualified applicants will have experience:

  • Collecting, analyzing, and managing sensitive/confidential materials.
  • Conducting compliance monitoring, auditing, technical assistance, or program evaluation.
  • Conducting or reviewing administrative investigations.
  • Establishing and maintaining effective working relationships with internal and external partners.


In addition to the above, well qualified applicants will have:

  • Training and/or experience working with federal and state privacy laws and regulations, including HIPAA.
  • Training and/or experience conducting HIPAA/privacy breach incident investigations.
  • Experience facilitating training for diverse audiences.
