This position works under close supervision, at entry level, to acquire the ability to perform professional accounting/auditing work. This position will work under close supervision of other accountants in the Bureau for Behavioral Health (BBH) Fiscal Section. This position will maintain a general knowledge of various Federal State and Professional Rules. Regulations and Standards related to allowable cost determination and invoicing process procedures. Assist in the invoice reconciliation process to ensure compliance with with State Policies and Procedures and ensure BBH Internal Accounting System is reconciled to Oasis on each of over 250 grants in a yearly cycle. Assist in preparation of subrecipient grant agreements and change orders for distribution to granted entities, which includes a thorough review of all funding streams and their professional standards, Federal and State Accounting Standard and statutory requirements, and agency policies and procedures. Other related duties as needed.

Minimum Qualifications
Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.
AND
Experience: One (1) year of full-time or equivalent part-time paid professional experience in accounting, statutory accounting or auditing work.
OR
Substitutions: (1) Graduate coursework in accounting may substitute at a rate of 15 semester hours for one (1) year of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and required experience.
Promotional Only: Completion of a probationary period in the Accountant/Auditor series.
NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying training or certification. The qualifying training or certification must be verified before the employee may be certified permanent.
"An additional one (1) year of experience in accounting, auditing, bookkeeping, and/or finance may substitute for the required accounting semester hours at the rate of one (1) year of experience for every thirty semester hours. "
