We are excited to announce a wonderful opportunity for an internal or external auditing professional. We are now accepting applications for our Senior Compliance Auditor, Management Analyst 5, Full-Time Permanent position, located in scenic Port Orchard, Washington. In this position you will report directly to the WDVA Internal Audit & Compliance Manager. While this position is not a supervisory role, it is responsible for leading other Compliance Auditors in projects, assigning and reviewing work, providing feedback and guidance, under the direction of the WDVA Internal Audit & Compliance Manager.
Updated as of July 1, 2025: This position is eligible for "Supplement Basic Shift Premium" for 24/7 Facilities.Employees who are assigned to a facility that provides direct care to residents, patients, and/or clients and whoseduties are required to be performed on location will receive an additional one dollar ($1.00) per hour ofsupplemental basic shift premium for each hour of basic shift premium. This shift premium does not apply toovertime hours. The supplemental basic shift premium shall expire on June 29, 2027.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star Families.
- Lead and manage audit projects to ensure timely completion of fieldwork, reporting, and follow-up activities.
- Research applicable federal and state laws, regulations, contract terms & conditions, accreditation and performance standards, policies and procedures to develop risk-based audit programs and review tools.
- Plan and conduct risk-based audits, compliance reviews, and consulting engagements to evaluate governance, risk management, internal controls, operational effectiveness and regulatory compliance.
- Perform compliance reviews of Medicare, Medicaid, VA Per Diem, and other reimbursement processes, including pre-billing and post billing reviews (such as Triple Check reviews), to assess billing accuracy, documentation, reimbursement integrity, and compliance with CMS and other regulatory requirements.
- Identify control weaknesses and compliance risks; develop audit findings and recommend practical corrective action plans and process improvements.
- Prepare and present audit reports and communicate findings, recommendations and risk assessments to program managers, executive leadership and the Internal Audit & Compliance Manager.
- Coordinate with management to develop, implement, and monitor plans of corrections that support operational improvements, safeguard agency resources, strengthen internal controls, and ensure compliance with applicable laws, regulations and agency policies.
- Lead projects and provide technical guidance, mentoring, and work direction to other Compliance Auditors to ensure consistent application of audit methodologies, professional standards, and departmental procedures.
- Review audit documentation of work to ensure quality, accuracy, completeness and adherence to professional auditing standards, with clear and concise written reports summarizing procedures, findings, recommendations and results.
- Provide expert advice and consultation to program directors/managers, internal departments regarding complex, multi-dimensional issues and/or unprecedented issues having a broad scope and significant impact.
- Reviews and monitors Statements of Deficiencies (CMS/DSHS 2567 Survey Report and the Fed VA Survey Reports, etc.) and research governing regulations, interpretive guidance, and other related material.
- Identify, analyze and evaluate risks, and develop strategies with the use of existing resources to manage risks by setting goals and objectives with Internal Audit & Compliance Manager. Work with Internal Audit & Compliance Manager to manage WDVA's audit program.
- Provide Compliance training at New Employee Orientation.
- Serve as the agency liaison for external audits.

- Bachelor’s degree in business administration, accounting, healthcare administration, public administration, law, public health, nursing, quality management, or closely related field.
- Five (5) years of experience in one or more of the following areas:
- Internal or external auditing
- Compliance
- Quality assurance or quality improvement (QAPI)
- Risk management
- Regulatory affairs
- Healthcare operations
- Program evaluation
- Must be able to read, write, speak and understand English to facilitate effective performance of job duties.

Further Required qualifications:
- Experience planning and leading projects, reviews, audits, assessments, or investigations from initiation through completion.
- Experience researching, interpreting, and applying federal and state laws, regulations, policies, standards, and contractual requirements, including CFR, RCW, WAC, and CMS requirements.
- Experience preparing written reports, presenting findings and recommendations, and communicating effectively with stakeholders.
- Demonstrated ability to analyze complex information, identify risks and control weakness, recommend practical solutions, and support implementation of corrections.
- Proficiency using Microsoft Office suite including Excel, Word and Outlook.
- Demonstrated ability to maintain confidentiality and exercise sound professional judgment when handling sensitive or confidential information.
- Must be able to read, write, speak and understand English to facilitate effective performance of job duties. This includes sufficient written and verbal communication in English, to facilitate effective performance of essential functions.

- Experience in healthcare, long-term care, skilled nursing, veterans’ services.
- Working knowledge of Medicaid, Medicare, VA regulations, CMS Conditions of Participation.
Special Requirements/Conditions of Employment:
- Must be able to travel throughout the state to WDVA facilities.
- Must have a valid driver's license.
- Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
- Must successfully complete, within mandated timeframes, employee orientation and all other mandatory, annual, in-service, and other required training.
- Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
