This position is designated as the lower-level Fiscal Analyst responsible for assisting the higher-level Fiscal Analysts in adjusting employee retirement accounts, employee benefits records, making general ledger adjustments, overpayment calculations and assisting with processing shared leave for the agency.
The Fiscal Analyst 2 works under general supervision of the Fiscal Analyst 5. This position will also assist with various general ledger reconciliations as needed and Fiscal Year End preparation. This position will also assist in processing travel, moving expenses, tuition and electrical vehicle reimbursements. This position will work with payroll and benefit processors on the impact of benefits eligibility, time and attendance records, seniority date tracking, and other changes made to employee records as they relate to general ledgers.
The incumbent of this position will prioritize their workload in accordance with the tasks given to them and requires little supervision to accomplish their tasks. This position will assist their supervisor in updating processes and procedures where needed and creating processes where none exist.
This position supports the agency mission of Keeping Washington Safe & Working by providing and modeling exemplary customer service to our employees, minimizing time spent on administrative tasks and maximizing the time spent on resolving problems which may have a direct impact on employees or the finances of L&I.
For this position, telework is dependent upon business needs and supervisor approval.
The assigned duty station for this position is Tumwater, Washington.
For positions where in-office work is necessary, the frequency of telework will be discussed with the supervisor of the position at the time of offer.
Some of what you’ll do:
- Process employee garnishments and keying them into the HRMS system
- Overpayment Tracking & Processing
- Consults with other state agencies as needed to make necessary adjustments to employee records
- Coordinate Shared leave including document preparation and processing shared leave donations
- Assist with Retirement Account inquiries including auditing, reviewing, adjusting errors and inconsistencies in retirement benefit amounts
- Assist with payroll cutoff and process actions in HR systems
- Provide support to the Fiscal Analyst 5 (FA5) for Fiscal Year End and Quarterly Filings
Three (3) years of professional accounting, auditing, budgeting or finance experience or other related professional experience.
•Includes progressively increased responsibility
•Work experience communicating complex concepts verbally and in writing
•Reconciliation experience
AND
18 quarters or 12 semester hours in accounting, auditing or budgeting; For a total of 5 years including the 18 quarter or 12 semester hours.
OR
Education with a focus on accounting, finance, business or related field may substitute year for year, including 18 quarters or 12 semester hours in accounting, auditing or budgeting. For a total of 5 years including the 18 quarter or 12 semester hours
Required Equity Competencies:

Desired:
•One (1) year of experience working in a State of Washington personnel or payroll office with month 6 – 12 months experience running reports and processing payroll in the SAP/HRMS ERP personnel/payroll system.
•Demonstrated familiarity with State of Washington civil service rules and collective bargaining agreement provisions.
•Professional experience preparing, reconciling, and analyzing general ledger entries.
•Professional experience in financial data analysis
•Professional experience in collecting overpayments.
•Ability to interpret and apply state and federal rules and regulations as they relate to overpayments, garnishments, and employee benefits.
•Basic proficiency in Microsoft applications such as Outlook, Word, and Excel.
